Emergency Management Specialist - CEMP and MSB

About the role

This role involves complex professional and administrative duties in the planning, coordination, and administration of the countywide emergency management program. Operating under general supervision, the individual will independently develop work methods and sequences. The position entails mandated reviews of Comprehensive Emergency Management Plans (CEMP) for healthcare facilities, including detailed Emergency Environmental Control (generator) plans for nursing homes and assisted living facilities.

Responsibilities

• Conduct detailed reviews, analysis, and tracking of the current status and deficiencies of the overall CEMP program plan submissions.
• Provide customer service support for assigned program areas, including conducting presentations, trainings, and workshops for new facility administrators and other stakeholders.
• Coordinate with ETS staff for enhancements to the CEMP electronic portal for plan submission and reviews.
• Review, update, and develop Emergency Management plans such as Standard Operating Procedures (SOPs), policies, procedures, checklists, guides, and other hazard-specific plans.
• Work on projects assigned in the Operations Section, including components for operational readiness.
• Advise and assist the division director on all operational and technical matters related to the emergency management program section(s) or function(s) assigned.
• Assist municipal, county, and state partners with planning, training, and operational outreach relating to the implementation of assigned emergency management programs.
• Maintain operational readiness of the Division and the Emergency Operations Center; plan, coordinate, train, and exercise groups and individuals within the assigned section(s) or function(s).
• Prepare project applications for federal and state funds; research feasibility of expanded activities and submit reports to administrative superiors.
• Assist in emergency activation functions of the operations center to ensure operational readiness and effective performance.
• Function as the duty officer on a rotating basis, providing 24-hour emergency point of contact for the Emergency Management Department.
• Develop and deliver emergency management and disaster preparedness education to a variety of audiences.
• Administer the activities and operational scope of contracts and grant programs; prepare project/progress reports and grant proposals.
• Receive, store, maintain, and utilize written materials and equipment necessary for emergency planning, preparedness, response, and recovery.
• Conduct special studies/assessments; analyze data and make recommendations based on findings.
• Perform related work as assigned.

The role is subject to recall during disasters and other emergencies, and may involve weekend, holiday, and shift work during emergency and/or disaster situations.

Requirements

• A Bachelor's degree from an accredited college or university with major coursework in business, liberal arts, or any other degree related to emergency management is required. (One year of relevant experience may substitute for each year of required education.)
• Two (2) years of experience in emergency management planning or a closely related field is required.
• A valid Florida Class E Driver's License based on area of assignment is required.
• Ability to pass a Homeland Security background check (non-classified) is required.
• Completion of the following incident command courses within six (6) months of hire is required: FEMA ICS-100, 200, 300, 400, 700, and 800.

Work Environment

Physical Demands: Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
