Emergency Management Specialist.

About the Role

As an Emergency Management Specialist, you will support planning and operations for Continuity of Operations Planning (COOP) and National Security/Emergency Preparedness (NS/EP). This is a Mission Essential (ME) position, requiring the incumbent to report to work during natural disasters, inclement weather, or crises. The role may also involve deployment via temporary reassignment or staying in place to support contingency operations, including participation in readiness exercises.

Responsibilities

• Supports planning and operations for Continuity of Operations Planning (COOP) and National Security/Emergency Preparedness (NS/EP).
• Analyzes operational requirements and documentation to align goals and objectives with policy constraints, TFSO objectives, and management intent.
• Serves as an Assistant Project Manager or Operational Planning Team member, developing operational support programs and establishing communication channels to meet mission requirements.
• Acts as an Action Officer for specific operations and tasks, facilitating logistics, engineering, personnel, security, and budget tasks at the worksite.
• Participates in after-action development, readiness reporting, and operational impact assessments.
• Directs fielding development for new technologies and tracks their implementation status.

Requirements

• Must be a U.S. citizen.
• Required to obtain and maintain a Top Secret clearance with access to SCI and SAPs, including background checks as a condition of employment.
• Appointment is subject to a favorable suitability or fitness determination; unfavorably adjudicated background checks may result in removal.
• Males born after December 31, 1959, must be registered or exempt from Selective Service.
• Must comply with REAL ID requirements for accessing federal facilities.
• This is a Mission Essential (ME) position; the incumbent may be required to work during natural disasters, inclement weather, or crises.
• Military Reservists must arrange for a military employment waiver or transfer to the IRR Standby Reserve prior to appointment.
• Positions identified as EE/EC are subject to deployment to combat support situations via Temporary Duty (TDY) orders.

Qualifications

To qualify for this GS-12 level position, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Creditable specialized experience includes:

• Experience as a subject matter expert in Federal continuity programs, Continuity of Operations (COOP), continuity policy development, and National Security/Emergency Preparedness (NS/EP).
• Experience conducting operational analysis, mission analysis, risk assessments, and course-of-action development while coordinating with multiple federal agencies.
• Experience monitoring operational data through command-and-control systems, developing guidance and policies for emergency measures, analyzing readiness postures, and defining system requirements for automated readiness reporting.

Experience refers to paid and unpaid experience, including volunteer work (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, community, student, social). Volunteer work helps build critical competencies and may count toward qualifying experience.

• This position does not meet criteria for appointment of Reemployed Annuitants.
