EMERGENCY MANAGEMENT SPECIALIST.

U.S. Citizenship is required. Males must be registered for Selective Service. This position is subject to provisions of the DoD Priority Placement Program and may require a 1-year probationary period or 2-year trial period, depending on the type of position. The incumbent may be subject to short or no-notice recall to duty for emergency situations or exercises and may occasionally work other than normal duty hours, including shift work, overtime, evenings, weekends, and holidays. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. Occasional travel may be required, including overnight stays and deployment up to or beyond 60 consecutive days during a national emergency.

About the role

This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and through full resumption of all functions. The role is designated as a key position, and duties may be locally determined to be essential to accomplishment of wartime or contingency operations. Incumbents must be removed from military recall status if alternative filling methods during an emergency are unavailable. The position is also a Testing Designated Position under the Air Force Civilian Drug Demand Reduction Program, requiring initial and periodic short-notice drug testing.

Responsibilities

  • Work under the direction and guidance of the Office Chief NGB-J3 to execute operations and activities of the continuity program management office and Emergency Action Cell (EAC).
  • Conduct NGB Emergency Action (EA) assessments and interpret and analyze assessment results.
  • Serve as the central point for NGB Emergency Action Center Nuclear, Command, Control, and Communications (NC3).
  • Analyze and optimize the CNGB EAC training program.
  • Assist in planning, organizing, and executing operations of the Emergency Action Cell.
  • Analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
  • Communicate clearly and concisely, both orally and in writing, with technical accuracy.
  • Perform other related duties as assigned.

Requirements

  • Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).
  • At least one (1) year of specialized experience at the next lower grade GS-12 or equivalent in other pay systems. Specialized experience includes:
    • Knowledge of policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to National Continuity Policy, National Leadership Command Capability, and Strategic Command, Control & Communications.
    • Knowledge of the mission, roles, functions, organizational structures, and operations of DoD and Interagency organizations to provide command-level staff guidance.
    • Knowledge of the National Strategy for Homeland Security and Presidential Policy Directive #8 (PPD8), including frameworks such as the National Disaster Recovery Framework (NDRF), National Response Framework (NRF), National Mitigation Framework (NMF), and National Incident Management System (NIMS).
  • Federal Time-In-Grade (TIG) requirement: One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
  • May be eligible for advance in hire, student loan repayment, recruitment incentive, or relocation incentive with demonstrable proof provided on your resume.

Skills

  • Knowledge of National Continuity Policy, National Leadership Command Capability, and Strategic Command, Control & Communications.
  • Ability to provide command-level staff guidance and support to DoD and Interagency organizations.
  • Ability to analyze, plan, and adjust work operations to meet program requirements and objectives.
  • Strong oral and written communication skills with technical accuracy.
  • Familiarity with the National Strategy for Homeland Security, PPD8, and related frameworks (NDRF, NRF, NMF, NIMS).
