Responsibilities
- Transform regulatory requirements into clear programmatic frameworks, guidance documents, and actionable plans.
- Analyze performance data and trends to identify improvement opportunities and drive corrective actions.
- Design and sustain innovative training and evaluation processes that enhance readiness and resilience.
- Facilitate change control discussions and stakeholder engagements that foster alignment, accountability, and measurable outcomes.
- Present program insights and recommendations to diverse stakeholders with clarity.
- Collaborate with subject matter experts to strengthen processes, improve products, and elevate program effectiveness.
Requirements
- Development of clear, concise, and well-structured written products that translate regulatory requirements, technical concepts, and analytical findings into actionable written documentation for diverse audiences.
- Demonstrated ability to verbally facilitate discussions by asking clarifying questions, synthesizing diverse perspectives and guiding discussions toward decisions and measurable outcomes to ensure productive dialogue and mutual understanding among stakeholders.
- Demonstrated ability to interpret complex requirements, evaluate qualitative and quantitative data, and identify meaningful patterns, trends, and gaps to apply structured problem-solving approaches.
- Demonstrated ability to lead structured, well-prepared change control discussions that ensure proposed modifications to plans and procedures are thoroughly evaluated, documented, and aligned with regulatory and institutional requirements.
- Proven ability to build and sustain productive working relationships with stakeholders and subject matter experts - recognizing and adapting to differing priorities, perspectives, and communication styles.
- Demonstrated ability to engage appropriate stakeholders to ensure a shared understanding of objectives, requirements, constraints, and success criteria.
Qualifications
- This position requires a Bachelor's degree and a minimum of 5 years of related experience; or an equivalent combination of education and experience directly related to the occupation.
- Familiarity with DOE Order 151.1, Comprehensive Emergency Management System.
- Familiarity with Los Alamos National Laboratory operations and structure.
- Working knowledge of National Incident Management System (NIMS) and Incident Command System (ICS) principles, concepts, and terminology.
- Experience working in an Emergency Operations Center (EOC) environment.
