About the role

The Bureau of Health Emergency Management (BHEM) develops and implements emergency response plans for NM DOH to fulfill the State’s Emergency Support Function #8 (Public Health and Medical Services). NM DOH is the responsible state agency for protecting public health during emergencies in New Mexico. BHEM trains health and medical partners and other stakeholders on response protocols and plans, including the National Incident Management System. It leads the integration of public health and medical programs with environmental health, law enforcement, the Department of Homeland Security and Emergency Management (DHSEM), and other critical state departments. BHEM assesses the state’s ability to respond to medical needs during emergencies and manages the rapid receipt, storage, and distribution of the Strategic National Stockpile (SNS), including activation of the Department Emergency Operations Center (DOC) and coordination with internal and external agencies.

Purpose

The Emergency Management Exercise and Training Coordinator develops, conducts, and evaluates emergency management and public health exercises and trainings for internal and external stakeholders, including hospitals, Healthcare Coalition members, and local, state, and tribal government agencies. The role focuses on strengthening local and regional capacity by testing and validating plans and policies through exercises, ensuring compliance with grant requirements, and adhering to the principles of the National Incident Management System (NIMS) and the Homeland Security Exercise and Evaluation Program (HSEEP).

Responsibilities

  • Design and conduct exercises using HSEEP principles for the Training and Exercise Unit, Healthcare Preparedness and Response Unit, other BHEM units, or partner agencies.
  • Develop After-Action Reports/Improvement Plans following exercises and track improvement items to resolution.
  • Assist in developing and delivering internal trainings for the Training and Exercise Unit or other programs and partner agencies.
  • Maintain currency in emergency management through regular training and professional development.
  • Identify and develop exercise and training needs to support grant-funded work plan activities.
  • Handle administrative tasks for exercises and trainings, including student registration and classroom preparation.
  • Staff the Department Operations Center during emergencies or exercises, which may require occasional overtime.
  • Perform other assigned tasks.

Customers

New Mexico Department of Health, Public Health Division, Center for Health Protection, Bureau of Health Emergency Management, and internal and external stakeholders.

Ideal Candidate

  • Experience conducting exercises or delivering training to adult professional audiences.
  • FEMA certification as an ICS instructor (preferred).
  • Knowledge of the Homeland Security Exercise and Evaluation Program (HSEEP) and the National Incident Management System (NIMS) (preferred but not required; training provided internally).
  • Experience working in emergency management (preferred).

Qualifications

Bachelor’s degree in any field and two (2) years of experience in adult education, instructional design, instructional technology, human resources, employee development, training, or producing instructional materials. Any combination of education from an accredited college or university in a related field and/or direct experience totaling six (6) years may substitute for the required education and experience.

Employment Requirements

  • Possess and maintain a valid driver’s license.
  • Possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or obtain certification within six (6) months of hire.

Working Conditions

  • Primarily office-based with computers and standard office equipment; occasional fieldwork throughout the state.
  • Occasional operation of a state vehicle in a safe and legal manner.
  • May require attendance at in-state or out-of-state trainings and conferences.
  • Typical working hours are 8:00 a.m. to 5:00 p.m., with occasional extra hours as needed.

Pay

$27.37 - $41.06 hourly / $56,931 - $85,396 annually.
