About the role

The Tennessee Emergency Management Agency (TEMA) is seeking a highly skilled leader to administer and oversee the state-level emergency management training and exercise program. This position coordinates strategic efforts to plan training and exercise deliveries, ensuring state and county governments have access to requested programs and guidance on Training and Exercise needs assessment efforts. The role ensures compliance with federal non-disaster grant programs, including the Emergency Management Performance Grant (EMPG) program and State of Tennessee procurement rules.

Responsibilities

• Oversee the administration of the enterprise Learning Management System (LMS) to automate training and exercise processes, including student registration and instructor management.
• Implement and utilize the LMS to support asynchronous training and exercise event delivery.
• Work closely with TEMA Regional Offices to develop and implement a shared service delivery model for local training and exercise events.
• Write and submit detailed reporting summarizing grant spending, training and exercise statistics, and related activities for the Assistant Director for Preparedness.
• Compose correspondence requiring considerable discretion and judgment, replying to inquiries and presenting or requesting information.
• Manage data collection and analysis for state capability and gap reports.
• Oversee collaborative efforts to ensure training courses adhere to standards for curriculum design, content integrity, delivery requirements, and approved learning objectives.
• Motivate public agencies, businesses, and non-governmental agencies to support exercise activities.
• Participate in the development of instructional materials to improve education and training programs and methods.
• Analyze existing policies and procedures and develop methods for improvement.
• Complete internal training requirements, emergency management grant training, and exercise requirements.
• Support FEMA, Homeland Security, and Hazardous Materials training programs.
• Support Homeland Security Exercise and Evaluation Program (HSEEP) activities and the development, delivery, and after-action improvement planning of exercises statewide.
• Support radiological emergency preparedness and fixed nuclear facility training and exercise activities.
• Complete preparedness-related projects as assigned by the TEMA Director, Chief of Staff, or Assistant Directors.
• Assigned to the State Emergency Operations Center (SEOC) during activation or exercises, supporting any SEOC positions as required.

Key Responsibilities

• Plan, organize, and direct the work of staff engaged in providing statewide emergency management training and exercise programs.
• Supervise, mentor, and provide staff development objectives and opportunities to full-time staff.
• Plan and supervise training and exercise activities to provide and validate essential skills for state and county-level government agencies.
• Ensure state and county governments have access to requested training programs and provide guidance on Training and Exercise Plans (TEPs).
• Ensure compliance with the Emergency Management Performance Grant (EMPG) program and State of Tennessee procurement rules.
• Write detailed reporting summarizing grant spending, training and exercise statistics, and related activities for the Assistant Director for Preparedness.
• Participate in the development of instructional materials to improve education and training programs and methods.
• Participate in the development and follow-through for exercise and after-action improvement planning in a comprehensive emergency management program cycle.
• Analyze existing policies and procedures and develop methods for improvement.
• Coordinate projects to improve existing programs.

Minimum Qualifications

• Graduation from an accredited college or university with a bachelor's degree and experience equivalent to three years of full-time experience in emergency management work, including but not limited to response and recovery, planning, programs, operations, preparedness, or mitigation.
• Or experience equivalent to seven years of full-time experience in emergency management work, including but not limited to response and recovery, planning, programs, operations, preparedness, or mitigation.
