About the Role

The Oregon Department of Human Services (ODHS) Oregon Eligibility Partnership (OEP), Woodburn Branch Office, is seeking talented individuals who have experience interviewing applicants to determine eligibility for programs and services through a trauma-informed lens. This recruitment has a bilingual preference in English/Spanish but is not required. If chosen for the bilingual preference, you would be required to pass proficiency test(s) and receive a 5% bilingual differential pay.

OEP determines eligibility for Oregonians applying for medical, food, cash, and childcare benefits through the ONE eligibility system. The program focuses on equity of services, providing timely and accurate eligibility determinations through a person-centered approach.

Responsibilities

  • Interview applicants in-person and by phone to gather and assess information for benefits such as SNAP, Long Term Care (LTC), TANF, ERDC, and various Medicaid programs.
  • Perform eligibility determinations, redeterminations, and periodic reviews.
  • Assist customers in-person and over the phone who are receiving or applying for benefits.
  • Communicate eligibility decisions to applicants.
  • Provide person-centered services with a trauma-informed approach to identify needs.
  • Ensure accurate and timely eligibility determinations.
  • Create a welcoming, appreciative, and valued work environment.
  • Participate in professional development and ongoing cultural-awareness education.

Requirements

  • One (1) year of experience working at the Human Services Specialist 1 level for the State of Oregon; OR
  • Two (2) years of experience working with the public, providing assistance and interpreting policies, rules, or guidelines; OR
  • An associate degree in Behavioral Science, Social Science, or a closely related field AND six (6) months of experience working with the public, providing assistance and interpreting policies, rules, or guidelines; OR
  • An equivalent combination of education, training, and experience.

Skills

  • Experience conducting interviews and communicating decisions regarding approval or denial of benefits or services.
  • Experience working in a fast-paced environment with frequently changing priorities.
  • Collaborative and effective communication (verbal and written) with colleagues and customers.
  • Active listening, information retention, and task prioritization.
  • Experience working within a team environment and fostering collaboration.

Working Conditions

  • Work schedule: 8 a.m. – 5 p.m., Monday – Friday.
  • Work is conducted in-office and in-person at the Woodburn Branch Office.
  • May require sitting at a terminal or telephone for prolonged periods.
  • Interaction with a wide range of people, including those experiencing trauma, emotional, or financial distress.
  • Consistent attendance and flexibility/adaptability are essential due to policy, program, and technical adjustments.
  • May require a valid driver’s license or other acceptable method of transportation.

Background Checks

If selected as a finalist, a criminal history and background check will be conducted. Adverse results may lead to disqualification. The Oregon Department of Human Services does not offer visa sponsorship. Within three days of hire, you will be required to complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States. ODHS uses E-Verify to confirm work authorization.
