About the Role

The Oregon Department of Human Services (ODHS) Oregon Eligibility Partnership (OEP), Woodburn Branch Office, is seeking talented individuals who have experience interviewing applicants to determine eligibility for programs and services through a trauma-informed lens. Bilingual English/Spanish is preferred but not required. If chosen for the bilingual preference, you would be required to pass proficiency test(s) and, upon passing, receive a 5% bilingual differential pay.

OEP determines eligibility for Oregonians applying for medical, food, cash, and childcare benefits through the ONE eligibility system. The program focuses on equity of services, providing timely and accurate eligibility determinations through a person-centered approach.

Responsibilities

  • Interview applicants in-person and by phone to gather and assess information for benefits such as:
    • Supplemental Nutrition Assistance Program (SNAP)
    • Long Term Care (LTC) services
    • Temporary Assistance to Needy Families (TANF)
    • Employment Related Day Care (ERDC)
    • Various Medicaid (Health insurance) programs
  • Perform eligibility determinations, redeterminations, and periodic reviews.
  • Assist customers in-person and over the phone who are receiving or applying for benefits.
  • Communicate eligibility decisions to applicants.
  • Provide person-centered services with a trauma-informed approach to identify needs.
  • Ensure accurate and timely eligibility determinations.
  • Create a welcoming, appreciative, and valued work environment.
  • Participate in professional development and ongoing cultural awareness education.

Requirements

  • One (1) year of experience working at the Human Services Specialist 1 level for the State of Oregon; OR
  • Two (2) years of experience working with the public, providing assistance and interpreting and applying policies, rules, or guidelines; OR
  • An associate degree in a Behavioral Science, Social Science, or a closely related field AND six (6) months of experience working with the public, providing assistance and interpreting and applying policies, rules, or guidelines; OR
  • An equivalent combination of education, training, and experience relative to the role.

Skills

  • Experience conducting interviews and communicating decisions regarding approval or denial of benefits or services.
  • Experience working in a fast-paced environment with frequently changing priorities.
  • Strong collaboration and communication skills, both verbal and written, with colleagues and customers.
  • Demonstrated active listening, information retention, and task prioritization.
  • Experience working within a team environment and fostering collaboration.

Working Conditions

  • Work schedule: 8 a.m. – 5 p.m., Monday – Friday.
  • Work is conducted in-office and in-person at the Woodburn Branch Office.
  • May require sitting at a terminal or telephone for prolonged periods.
  • Interaction with a wide range of people, including those who have experienced trauma and may be in emotional or financial distress.
  • Consistent attendance and flexibility/adaptability are essential due to regular policy, program, and technical adjustments.

Background Checks

  • If selected as a finalist, a criminal history and background check will be conducted. Adverse results may lead to disqualification.
  • No visa sponsorship is offered.
  • Within three days of hire, you must complete the US Department of Homeland Security’s I-9 form confirming work authorization. ODHS uses E-Verify.
  • A valid driver’s license or other acceptable method of transportation may be required.

Pay

$4,519 – $5,988 per month (non-PERS).
