Eligibility Worker (Public Benefits Specialist) – 3 vacancies!
for section headings: About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule. Only include sections when posting has real specific content. We must not repeat job title as heading. Must not include Job ID etc. Must preserve all substantive info, not invent or summarize away detail. Remove boilerplate: EEO, equal opportunity, scam warning, navigation, cookie, legal, duplicated lines, application instructions. Also remove "Initial Posting Date", "Application Deadline", "Agency", "Department of Human Services", "Position Type", maybe those are metadata; we can fold minor metadata into short
or drop it. The instruction: "Do NOT put Job ID / requisition numbers as headings — fold minor metadata into a short
or drop it." So we can include a short paragraph with things like Initial Posting Date, Application Deadline, Agency, Position Type maybe as metadata. But we need to preserve all substantive information. The substantive info includes: Position Title (but we shouldn't repeat as heading). Salary Range $4,519 - $5,988 monthly. Position Type Employee. Agency Department of Human Services. Initial Posting Date 09/24/2026. Application Deadline 10/01/2026. Also maybe "3 vacancies!" is substantive. We'll include that in a short paragraph. We need sections: About the role (maybe summary of duties). Responsibilities (list of duties). Requirements (minimum qualifications). Qualifications (maybe essential attributes? Actually essential attributes could be Skills). Benefits (list benefits). Pay (salary range). Schedule (working conditions schedule). We must only include sections if posting has real specific content. Let's extract content: - About the role: Could be the summary paragraph: "Oregon Eligibility Partnership (OEP) is a program within ODHS that determines eligibility for people living in Oregon who apply for medical, food, cash and childcare benefits through the ONE eligibility system. OEP plays critical part in the eligibility process that moves beyond integration and equality, focusing on equity of services and providing timely, accurate, and necessary eligibility determinations through a person-centered approach." Also maybe "Opportunity awaits! Discover a rewarding path where you support your community and grow your career." That's fluff but still substantive? Might be considered boilerplate? It's not EEO but it's motivational. Might keep as part of About the role. - Responsibilities: List of duties: "Interview applicants in-person and by phone to gather and assess information for benefits we administer, such as Supplemental Nutrition Assistance Program (SNAP), Long Term Care (LTC) services, Temporary Assistance to Needy Families (TANF), Employment Related Day Care (ERDC), and various Medicaid (Health insurance) programs. Perform eligibility determinations, redeterminations, and periodic reviews. Assist customers in-person and over the phone who are receiving or applying for benefits. Communicate eligibility decisions to applicants. Provide person-centered services with a trauma-informed approach to identify needs. Be responsible for accurate and timely eligibility determinations. Create a work environment where everyone feels welcomed, appreciated and valued. Participate in professional development opportunities and ongoing education of cultural awareness." - Requirements: Minimum qualifications list (the four options). Could be presented as a list. - Qualifications: Might be same as Requirements? But we have both Requirements and Qualifications headings. The instruction says use those headings if content exists. We could put Minimum Qualifications under Requirements, and Essential Attributes under Qualifications or Skills. Actually Essential Attributes are skills/experience. So we could put Essential Attributes under Skills. Or we could put Requirements = Minimum Qualifications, Qualifications = Essential Attributes (or Skills). But we have also Skills heading. Let's map: - Requirements: Minimum Qualifications (the four options). - Qualifications: Essential Attributes (list of experience/skills). - Skills: maybe not needed if we used Qualifications for attributes. But we could also put Skills as same as Essential Attributes. However we need to avoid thin sections. Better to combine: Use Requirements for minimum qualifications, Qualifications for essential attributes, and maybe skip Skills if no distinct content. But we have to decide. - Benefits: List: "ODHS Employee Resource Group communities that promote shared learning. Cost of Living Adjustments. Annual salary increases (until you reach the top of the listed salary range). Amazing benefits package. Possible eligibility for the Public Service Loan Forgiveness Program. The salary range listed is the non-PERS monthly salary range. If you are already a participating PERS member or once you become PERS eligible, the salary range will increase by 6.95%." Also maybe "Veterans’ And Oregon National Guard Preference" is a preference but not benefit. Could be included elsewhere. - Pay: Salary range $4,519 - $5,988 monthly. Also note about PERS increase. - Schedule: Working conditions: "Your work schedule will be professional business hours, Monday – Friday. Work is conducted in-office and in-person at our SE Malden Street ODHS office. May require sitting at a terminal or telephone for prolonged periods of the workday. You will interact with a wide range of people including some who have experienced trauma and may be experiencing emotional and/or financial distress. Consistent attendance is essential. Flexibility/adaptability is essential due to a changing environment with regular policy, program, and technical adjustments." Also background checks etc. Might be considered not needed for sections but could be included in a short paragraph maybe under "Additional Information". But we only have set headings; we could drop background check info as it's not under those headings. However we must preserve ALL substantive information. So we need to include that info somewhere. Could add a short paragraph after sections for "Additional Information" but not a heading? The instruction says use
for section headings (list). It doesn't forbid other headings, but says use for section headings (e.g. About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule). It doesn't say we cannot have other headings, but we should follow the pattern. Probably better to include background check info in a
without a heading, or under a generic "Additional Information" heading but that's not in the list. Safer to include as a
after sections. Also we need to remove boilerplate: EEO statements, "We are proud to be an Equal Opportunity Employer..." etc. Also "Opportunity awaits! Discover a rewarding path..." maybe borderline but it's not boilerplate; it's motivational but still part of posting. Could keep in About the role. Also remove "Initial Posting Date", "Application Deadline", "Agency Department of Human Services", "Position Type Employee", "Position Title ..."? We need to preserve substantive info; we can fold them into a short
at top. We must not repeat job title as heading. So we won't have
Eligibility Worker...
. We must not put Job ID/requisition numbers as headings; none present. We must not include sections with filler like "commensurate with experience". Not present. Now craft HTML. Start with afor metadata: "Initial Posting Date: 09/24/2026. Application Deadline: 10/01/2026. Agency: Department of Human Services. Position Type: Employee. Position Title: Eligibility Worker (Public Benefits Specialist) – 3 vacancies!" Actually we should not repeat job title as heading but can include in paragraph. It's okay. Then sections:
