This position is grant funded and dependent on the availability of grant funds.

Responsibilities

  • Answers questions concerning Community Development Housing Program in person and on the telephone.
  • Performs preliminary screening of all inquiries to verify completion of the application and initial eligibility; verifies content of all applications.
  • Submits eligible applications for funding; follows up on pending applications and notifies applicants of status; secures additional documentation from applicant as needed.
  • Assists in marketing efforts for the Department's Housing Programs.
  • Distributes preliminary inspection forms to Housing Rehab Inspectors.
  • Manages delinquent accounts.
  • Prepares monthly performance/status reports; sets up and updates project files on internal and external accounting systems.
  • Processes contractors payments.
  • Prepares semi-annual statements on all Housing accounts.
  • Prepares requisitions for materials, supplies, and services as needed.
  • Receives loan payments in person and through mail; issues receipts; maintains ledgers of names, date, amount, and receipt number; ensures payments are acknowledged and deposited.
  • Drives a City vehicle for City business use.
  • Performs other duties as assigned.

Requirements

  • Knowledge of practices of community assistance organizations and of project planning and development.
  • Knowledge of basic arithmetic.
  • Ability to exercise considerable judgment and initiative.
  • Ability to coordinate the efforts of various agencies and interests for a common goal.
  • Ability to establish and maintain effective public relations.
  • Ability to maintain good planning and organizational skills.
  • Ability to take and follow directions from supervisor.
  • Ability to give directions to and gain compliance from assigned staff.
  • Ability to perform strenuous work and routine work.
  • Ability to maintain a valid Texas Driver License and a good driving record.
  • Ability to maintain harmonious and effective working relationships with other employees and respond to general public complaints.
  • Ability to project a positive and professional image of the City of Laredo.
  • Ability to effectively communicate both orally and in writing in the English language and orally in the Spanish language.
  • Required to comply with all City of Laredo's policies and procedures.
  • Ability to maintain good health and physical condition sufficient to permit the full performance of the duties of the position.

Work Environment

  • Primarily works in an office or similar indoor environment, relatively free from unpleasant environmental conditions or hazards.
  • Occasional exposure to unpleasant environmental conditions and/or hazards, including outside work.
  • Frequent exposure to office environments.
  • Seldom exposure to confined spaces, warehouse environments, or construction sites.
  • Sometimes works in outdoor environments, street environments (near moving traffic), or vehicles.
  • Seldom exposure to hostile or irate individuals, individuals with known violent backgrounds, extreme cold, or communicable diseases.
  • Sometimes exposure to extreme heat, moving mechanical parts, fumes or airborne particles, toxic or caustic chemicals, loud noises (85+ decibels).
  • Exerting up to 35 pounds of force occasionally, up to 20 pounds frequently, and/or up to 20 pounds constantly to move objects.
  • Local travel sometimes required; no regional, national, or international travel.

Qualifications

  • High School Diploma or G.E.D.
  • At least four (4) years of experience in bookkeeping, public administration, accounting, social work, office administration, housing programs, or related field.
  • Valid Texas Driver License (if applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment).
