Eligibility Technician I/II

About the role
The County of Riverside’s Department of Public Social Services (DPSS), Self-Sufficiency Division, is recruiting for multiple bilingual and non-bilingual Eligibility Technician I/II positions throughout Riverside County. Positions are available in the following office locations:
- Western: La Sierra, Riverside, Jurupa, Norco
- Mid-County: Perris, Lake Elsinore, Temecula, Hemet, Moreno Valley
- Southern Region: Elsinore, Temecula, Murrieta, Menifee
New hire training requires a mandatory induction training class lasting approximately 16-20 weeks. Candidates must ensure availability for the entire training period.
Responsibilities
- Participate in Eligibility Technician Induction Training, including formalized class training and on-the-job instruction.
- Interview applicants and recipients for aid categories to assist with completion and clarification of application and declaration forms. Conduct interviews in DPSS offices, by phone, or at external locations such as homes, hospitals, or nursing homes.
- Gather and verify information regarding income, financial resources, and obligations from applicants and recipients.
- Resolve discrepancies in applications through telephone, correspondence, or in-person interviews.
- Determine eligibility in accordance with established procedures and record information for case files.
- Interpret program regulations for applicants, recipients, and the public.
- Maintain customer focus, develop effective relationships, and demonstrate understanding and courtesy in diverse situations.
- Conduct phone and in-person interviews, establish rapport, and address customer concerns.
- Write clear, well-organized information using accurate grammar tailored to the intended audience.
- Use external systems, applications, and databases to research and verify eligibility.
- Compute grant amounts and perform other required calculations.
- Prepare and maintain documents related to the eligibility determination process.
- Refer applicants and recipients in need of social services to designated staff after completing appropriate forms.
Requirements
Eligibility Technician I
Highly Desired: Working knowledge of CalSAWs (State Automated Welfare System), experience interviewing clients, assisting with applications, and English-Spanish bilingualism.
Education/Experience Options:
- Option I: High school diploma or G.E.D. plus two years of general or specialized clerical experience.
- Option II: High school diploma or G.E.D. plus two years of responsible experience involving public contact, interviewing, math computations, or completing complex forms.
- Option III: Completion of 60 semester or 90 quarter units from an accredited college or university, preferably in social welfare, sociology, social/human services, business/public administration, or related fields.
Knowledge of: Interviewing and record-keeping techniques; standard office procedures.
Ability to: Interview effectively in various settings; gather, record, and evaluate data for eligibility determinations; interpret rules and regulations; communicate effectively orally and in writing; maintain accurate records; establish priorities and meet deadlines.
Eligibility Technician II
Highly Desired: Working knowledge of CalSAWs (State Automated Welfare System), experience interviewing clients, assisting with applications, and English-Spanish bilingualism.
Education/Experience: High school diploma or G.E.D. plus twelve months of experience comparable to Riverside County’s Eligibility Technician I classification.
Knowledge of: Goals of public social service agencies; laws, rules, and regulations governing eligibility and grant determinations; interviewing and record-keeping techniques; problems requiring referral to social service staff; standard office procedures; Microsoft Office.
Ability to: Interview effectively in various settings; gather, record, and evaluate data for eligibility determinations; interpret and explain rules and regulations; communicate effectively orally and in writing; work with diverse populations; use computers and software interfaces; maintain accurate records; manage high-volume workloads; identify problems requiring referral.
Supplemental Information
- A valid California Driver’s License may be required.
- Candidates will take an online test as part of the application process. Bilingual Spanish candidates must pass an un-proctored Spanish bilingual assessment.
- The Human Resources Department may require identity verification and retesting in a proctored environment.

- 0 < 3 years: 80 hours (10 days)
- 4 < 9 years: 120 hours (15 days)

Pay
- Eligibility Technician I: $22.60 - $29.73 hourly
- Eligibility Technician II: $24.74 - $33.69 hourly
