Department Website: http://www.arb.ca.gov Job Description And Duties The Climate Change Reporting Section (CCRS) in the Program Planning and Management Branch (PPMB) has a vacancy for an Air Resources Engineer (ARE) position for which it is seeking highly competent candidates with experience and expertise related to electricity market transactions and regulations, the California Independent System Operator (CAISO) or equivalent markets, reporting and verification of electricity sector emissions, and/or overall quantification and emissions reduction methods. The section is responsible for implementing the Regulation for the Mandatory Reporting of Greenhouse Gas (GHG) Emissions (MRR), the program tasked with collecting complete and accurate data necessary for implementation of CARB’s Cap-and-Invest Program, the State-wide GHG Inventory, and other climate change programs. The section is also responsible for developing emission quantification and verification criteria for regulated industries, issuing reporting guidance information, coordinating internal data quality assurance, and maintaining the internal MRR database and the web-based reporting tool (Cal e-GGRT). Under direction of the Air Resources Supervisor I, the Air Resources Engineer (ARE) reviews, evaluates and develops emissions calculation, reporting, and verification methods for use in a comprehensive GHG reporting and verification program. The ARE provides analysis of GHG data in support of the Cap-and-Invest Program, the COI Fee Program, and the Statewide GHG Inventory. The ARE also works directly with regulated entities to provide reporting guidance, technical support, and oversight. The position requires close interaction and teamwork with CARB staff and management across Branches and Divisions, as well as staff and management from other public and private organizations. The ARE closely interacts and coordinates with a broad range of internal and external experts, verifiers, and representatives from the industry, and is expected to communicate clearly and concisely through technical reports, memos, letters, summaries, and oral presentations for California Air Resources Board (CARB) management and the general public. This position may require the ARE to voluntarily agree to a background criminal and credit check to ensure the integrity of the carbon market program due to the position's access to market sensitive information.
