An Electric Trouble Dispatcher receives and analyzes electric trouble complaints, and dispatches personnel and equipment to clear and repair the trouble and restore service; operates various computer systems programs and updates data bases related to computerized Electric Trouble Dispatching; receives reports from field crews and relays information to other sections and divisions; updates necessary maps, drawings, and prints; prepares and forwards repair memos and other information to other business groups and teams; arranges for and issues Work Authorities on overhead and underground circuits; and plans, schedules, and directs switching on the Department’s 7,500-volt and below overhead and underground circuits, lines, and equipment under the jurisdiction of the Electric Trouble Board. NOTES: All entry-level positions are temporary training positions as defined in Civil Service Commission Rule 5.30. An Electric Trouble Dispatcher must successfully complete a twenty-four week (approximately six months) intensive on-the-job and classroom training program in order to receive an appointment to a regular Electric Trouble Dispatcher position. There are two three-month phases of training.An Electric Trouble Dispatcher is subject to working nights, holidays, and weekends.An Electric Trouble Dispatcher is subject to 24-hour call-out during power system emergencies. REQUIREMENT(S)/MINIMUM QUALIFICATION(S) Four years of full-time paid experience in the construction, operation, maintenance, or repair of electrical transmission or distribution equipment, street lighting electrical equipment, or electrical systems used in residential, commercial, or industrial installations; orThree years of full-time paid experience including time spent in training, in the operation or maintenance of a nuclear power plant and/or its associated auxiliaries on a naval ship; orThree years of full-time paid experience performing electrical work on equipment and circuits in the maintenance or construction of electrical systems while in the United States Armed Forces. PROCESS NOTES Applicants who lack six months or less of the required experience at the time of filing may file for this examination. However, they cannot be appointed until the full experience requirement is met.As a condition of employment, a valid Class C driver’s license issued by the California Department of Motor Vehicles (DMV) is required at the time of appointment. Applicants will be disqualified or deemed ineligible for hire if their DMV record reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation within the last 36 months in any state or jurisdiction. The City of Los Angeles reserves the right to issue a notice of disqualification or ineligibility at any time before a final job offer is extended.Active United States Military personnel may file for this examination; however, they cannot be appointed until they have completed their military service and have been discharged with satisfactory performance. Proof of military service and satisfactory performance must be provided prior to appointment.Applicants filing under Requirement #3 must submit, at the time of filing their application, a copy of their DD214-1 or a copy of their military identification indicating an End of Active Obligated Service (EAOS) date within six months from the application date. You must have received a regular appointment to a City position or be on a reserve list to apply for this examination as a promotional candidate; 2) Applicants currently employed by the City of Los Angeles on a part-time or exempt basis who meet the minimum requirements; 3) Remaining applicants who meet the minimum requirements in sufficient numbers to meet hiring needs based on a random sampling of those qualified candidates. Applications submitted during the filing period may be kept on file in the event that additional applicants need to be tested to meet hiring needs. SELECTION PROCESS Examination Weights: Essay: Advisory Interview: 100% The examination will consist entirely of an evaluation of professional and personal qualifications by interview. In the interview, the following competencies may be evaluated: Judgment and Decision Making; Analytical Ability; Attention to Detail; Self-Management; Oral Communication; Written Communication; Job Knowledge, including knowledge of: computer programs and informational databases used to input, locate, and track electrical, customer, and field information; Electrical Understanding, including knowledge of: the layout, structure, and operation of high and low voltage electrical distribution and construction systems; and other necessary knowledge, skills, and abilities. Prior to the interview, candidates will be required to prepare some written material related to the duties and responsibilities of an Electric Trouble Dispatcher. This essay material will not be separately scored, but will be presented to the interview board for review and consideration, which may include discussion, in the overall evaluation of the candidate. Those who do not complete the advisory essay will not be invited to the interview and will be considered to have failed the entire examination. To be considered complete, the advisory essay must include a substantive response for each question or problem included in the advisory essay for which a candidate is required to provide an answer. Please note that candidates must complete the advisory essay and meet the minimum qualifications as stated on this bulletin in order to be considered further in the examination process. The advisory essay will be administered on-line. Candidates invited to participate in the examination will receive an e-mail from the City of Los Angeles outlining the specific steps needed to complete the on-line advisory essay. Candidates will be required to complete the on-line advisory essay between MONDAY, NOVEMBER 02, 2026 and MONDAY, NOVEMBER 09, 2026. Candidates who fail to complete the advisory essay as instructed may be disqualified. Candidates will be notified by e-mail of the date, time, and location of the interview, which may be held in Los Angeles or on-line. It is anticipated that interviews will begin during the period of MONDAY, NOVEMBER 30, 2026 and FRIDAY, DECEMBER 11, 2026. However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding 0.25 of a point seniority credit for each year of continuous classified City service, the Civil Service Commission, upon request of the appointing authority, may approve certification of such open competitive candidates ahead of the promotional candidates.In accordance with Civil Service Rule, Sec. 4.24, review periods may be combined. Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22 and 4.23 as applicable and within the required time frame; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list.
