eLearning Specialist

About the role
The E-Learning Specialist oversees South Metro Fire Rescue's Learning Management Systems (LMS) and designs, develops, and implements innovative eLearning solutions. This position ensures compliance, maintains high-quality training, and supports the overall effectiveness of training within South Metro Fire Rescue. The role also tracks certifications and collaborates with multiple stakeholders to align eLearning initiatives with organizational goals and values.
Responsibilities
- Ensure all eLearning and certification initiatives align with South Metro’s mission, vision, values, and strategic objectives.
- Serve as a liaison to facilitate organizational alignment on professional development standards and eLearning processes.
- Collaborate with bureau professionals, contractors, and subject matter experts to create relevant, high-quality instructional materials.
- Define and address learning objectives in learning solutions.
- Design, develop, and implement engaging eLearning content and modules aligned with departmental training goals.
- Apply best practices for learner engagement and knowledge transfer, including simulations, practical exercises, and scenario-based knowledge checks.
- Develop learning assets that are succinct, easy to follow, and formatted for self-learning of complex and technical content.
- Analyze participant feedback to support continuous improvement in teaching methods and delivery.
- Refine course objectives and instructional materials to ensure effectiveness and alignment with learning outcomes, compliance requirements, and accreditation standards.
- Serve as SMFR’s Learning Management System (LMS) subject matter expert; manage development and maintenance of LMS functionality, including content integrations, curriculum programs, and LMS structure.
- Ensure LMS requirements are translated into optimal technical and training solutions.
- Oversee maintenance, updates, and administrative duties related to SMFR's LMS; manage LMS project updates and stay informed of platform changes.
- Analyze LMS data and recommend solutions to optimize the learning management platform and meet organizational objectives.
- Communicate LMS changes to key stakeholders.
- Administer and maintain the certification tracking system(s), ensuring data accuracy, ease of use, and reliable reporting.
- Streamline data entry processes for accurate record-keeping and timely reporting.
- Stay informed of educational trends to introduce innovative approaches and materials.
- Conduct research to understand learners, business needs, tools, and industry best practices.
- Utilize department applications (Adobe Cloud products, Illustrator, Photoshop, Articulate 360, Camtasia, Vector Solutions, Target Solutions, Evaluations+, SCORM Cloud, Canvas, Final Cut or other video editing apps, Microsoft Forms, Teams, SharePoint, Smartsheet, Office 365, Vimeo, YouTube) to create and support synchronous and asynchronous educational content.
- Ensure delivery and reporting of learning and education required by national, local, and internal certifying bodies.
- Collaborate with other departments to support training content development, implementation, and optimization for technical platforms beyond the LMS, including Elite (EMS reporting), D365 (Microsoft Dynamics), and NERIS.
- Assist subject matter experts in designing accessible, engaging, and effective training content for end-users.
- Align system-specific training initiatives with organizational standards for instructional design, compliance, and continuous improvement.
- Provide guidance and support in leveraging the LMS or alternative platforms to host, track, and report on non-LMS-specific training activities.
- Perform other duties as assigned.
Requirements
- Bachelor’s degree in computer science, education, adult learning, or a related field.
- Minimum of three (3) years of experience in eLearning development, instructional design, or related professional development roles.
- Valid Colorado driver’s license with an acceptable driving record.
- Must obtain CPR certification within one (1) year of hire.
Skills
- Advanced skills in eLearning design, instructional technology, and content development.
- Experience developing engaging, focused, and impactful digital content in collaboration with leadership and stakeholders.
- Ability to build digital learning tools balancing quality and quantity.
- Strong technical skills and an eye for detail and design in writing video scripts, creating multimedia content, and designing visuals for training materials.
- Experience developing educational materials for adult learners using eLearning authoring and video development tools.
- Demonstrated ability to manage multiple projects efficiently and meet deadlines in a fast-paced environment while ensuring a high-end user experience.
- Proficient with certificate tracking software and Learning Management Systems (LMS).
- Ability to foster collaboration and productivity to meet deadlines and ensure high-quality training.
- Ability to follow and issue clear verbal and written instructions.
- Ability to report operations verbally or in written form to supervisors.
- Proactive and forward-thinking with flexibility to adapt to different personalities and communication styles.
- Thorough knowledge of applicable federal, state, and local laws and regulations related to fire services, emergency medical services, personnel law, safety regulations, National Fire Protection Association standards, and departmental policies.
- Knowledge of word processing programs and software related to informational materials and modern office practices.
- Ability to comprehend broad and complex conceptual ideas or strategies and implement them.
- Ability to establish and maintain effective working relationships.
- Ability to delegate assignments and follow up to ensure completion.

- Knowledge of accreditation agencies, processes, and requirements.
- Skill in implementing processes to meet or exceed certification, credentialing, and accreditation documentation and renewal requirements.

Pay
Salary range: $91,809–$108,009.
Schedule
- Primarily works in a climate-controlled office environment.
- Some work may be performed at fire stations and training facilities.
- May be exposed to wet/humid conditions, moving mechanical parts, outdoor weather conditions, extreme temperatures, and high noise levels.
Physical Demands
- Regularly required to perform climbing, balancing, stooping, kneeling, crouching, crawling, reaching, sitting, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, and seeing.
- Exert up to 50 pounds of force occasionally, up to 20 pounds frequently, and up to 10 pounds constantly to move objects.
- Specific vision abilities include close and distance vision acuity and the ability to adjust focus for a broad field of vision.
