KINGDOM GLOBAL COMMUNITY DEVELOPMENT CORPORATION Economic Empowerment & Innovation Center Program Manager Independent Contractor | Funding: Grant Contingent | $80,000 Total Contract Value Temporary, Funding-Contingent Engagement This engagement is funded entirely through KGCDC’s SBA Congressional Directed Spending award for the September 2026 – July 2027, program period. The engagement is contingent on continued availability of that funding, is not guaranteed for the full period, and does not carry any expectation of renewal, extension, or conversion to another position once the SOW concludes or funding ends. Organization Kingdom Global Community Development Corporation (KGCDC) Program EEIC Modern Merchant Initiative — Small Business Development Pillar Engagement Type Independent Contractor — Statement of Work (SOW) engagement, governed by a signed Independent Contractor Agreement Total Contract Value $80,000, payable per the milestone-based payment schedule in the Statement of Work (see Compensation & Payment Structure below) Engagement Period Estimated September 2026 – July 2027 (defined scope of work aligned to the program cycle; engagement concludes upon completion of the deliverables in the SOW) Work Location Contractor’s own workspace, at Contractor’s discretion. On-site presence at Kingdom Care Center, 11700 Beltsville Drive, Calverton, MD 20705, is required only for scheduled program sessions, events, and periodic coordination meetings identified in the SOW. Primary KGCDC Contact EEIC Director (contract administration and deliverable acceptance) Coordinates With Program Analyst, Resource Lead, and other independently contracted program staff, on a peer coordination basis Funding SBA Congressional Directed Spending — 100% dedicated to small business development Engagement Summary KGCDC is seeking to engage an independent contractor to deliver program management and fiscal oversight services for the EEIC Modern Merchant Initiative under a defined Statement of Work (SOW). The Contractor will be responsible for producing the deliverables described below, using the Contractor’s own professional methods, tools, and schedule, subject only to the milestone dates and outcomes specified in the SOW and the compliance requirements imposed on KGCDC by its federal award. This is a project-based engagement with a fixed scope and end date tied to the program cycle. It is not intended to create and does not create an employment relationship between the Contractor and KGCDC. The Contractor is engaged for the results to be achieved, not for the specific means or manner by which those results are produced, except where federal award compliance requires otherwise (see Federal Compliance Note below). Scope of Services — Deliverables Program Design & Coordination Deliverables Deliver a completed program master calendar covering all EEIC Small Business Development tracks (Blueprint Incubator — 3 cohorts, Deep Dives & Bootcamps, Business Coaching & Mentorship, Back Office Coach Program, Special Generator, Matchmaking & Resource Fairs, and Alumni Master Classes) Establish and maintain participant enrollment, intake, screening, and onboarding systems across all program tracks Coordinate logistics for program sessions (room reservations, AV/technology setup, materials, speaker confirmations) sufficient to ensure sessions run as scheduled Serve as the designated point of contact for program participants, facilitators, coaches, and community partners for matters within the SOW Produce periodic participant engagement and retention summaries, working with the Resource Lead on referrals for participant barriers Fiscal Oversight Deliverables Produce ongoing budget-to-actual monitoring reports for the $1,000,000 SBA award Review program invoices against the approved budget and contracted scopes of work and provide written approval recommendations Flag budget variances to the EEIC Director in accordance with the reporting cadence set in the SOW Deliver organized financial documentation sufficient to support SBA reporting and audit requirements Confirm that contracted program staff have executed agreements before performing billable work, and that deliverables are documented Federal Reporting Deliverables Prepare and submit all SBA-required progress and final reports on the schedule set by the award Maintain program documentation (participant records, session logs, contractor deliverables, expenditure receipts) in the format required for 2 CFR Part 200 compliance Coordinate with the independent program evaluator to supply data needed for outcome tracking Deliver tracking reports on SBA outcome metrics (businesses launched, revenue generated, jobs created, capital accessed) Partnership & Coordination Deliverables Cultivate and document relationships with community partners, referral organizations, capital providers, and subject matter experts in the EEIC network Coordinate speaker and guest expert recruitment for Blueprint Incubator sessions, Deep Dives, and the Back Office Coach Program Coordinate — on a peer basis, not a supervisory basis — with the Program Analyst, Resource Lead, and other contracted program staff to align deliverables and timelines; document and escalate unresolved performance concerns to the EEIC Director Independent Contractor Terms This engagement is structured, and will operate in practice, as an independent contractor relationship. The Independent Contractor Agreement will reflect the following terms: Methods and manner: The Contractor determines the methods, sequence, and tools used to complete the deliverables in the SOW. KGCDC’s role is limited to defining deliverables, milestones, and federally required compliance standards — not directing day-to-day work methods. Schedule: The Contractor sets their own working hours and daily schedule, provided milestones are met by the dates in the SOW. There are no set daily or weekly hours of work. Location: The Contractor may perform the majority of work from a location of their choosing. On-site attendance is limited to scheduled sessions, events, and periodic coordination meetings identified in the SOW. Other clients and business activity: The Contractor may perform services for other clients during the engagement period and is encouraged to maintain an independent client base, provided there is no conflict of interest with KGCDC’s SBA-funded program. Assistants and subcontracting: With advance notice to KGCDC, the Contractor may engage their own assistants or subcontractors to help complete deliverables; the Contractor remains responsible for the quality and timeliness of all deliverables. Tools and investment: The Contractor is responsible for providing their own computer, software, phone, and other equipment and materials needed to perform the services, except for access to KGCDC program systems, facilities, or materials required specifically for scheduled sessions. Payment structure: Compensation is paid against completed, accepted milestones — not on an hourly, weekly, or salaried basis. See Compensation & Payment Structure below. No benefits or withholding: The Contractor is not eligible for employee benefits. KGCDC will not withhold federal, state, or FICA taxes; the Contractor is solely responsible for their own tax obligations and must carry applicable business insurance. Term and renewal: This engagement is for a defined scope of work with a fixed end date. Any continuation beyond the SOW period requires a new, separately negotiated agreement — there is no presumption of ongoing or indefinite engagement. Compensation & Payment Structure Total contract value is $80,000 for the full scope of work described above, paid in milestone-based installments upon KGCDC’s written acceptance of each deliverable set, per the payment schedule to be attached to the Independent Contractor Agreement (e.g., quarterly deliverable packages tied to program cycle milestones). Payment is not tied to hours logged; the Contractor may submit a summary of deliverables completed with each invoice in lieu of an hourly time record. Federal Compliance Note Certain documentation and reporting requirements described above (2 CFR Part 200 recordkeeping, SBA progress reporting, deliverable documentation) are imposed on KGCDC by the terms of its federal award and apply to this engagement solely for that reason. These requirements are not intended to, and do not, establish direction or control over how the Contractor performs the work; they define the records and outcomes KGCDC must be able to produce to its federal funder. Qualifications Required 3+ years of experience in program management, nonprofit administration, or small business development — with demonstrated responsibility for both program delivery and fiscal oversight Proven experience managing federal grants or government contracts, including familiarity with 2 CFR Part 200 or equivalent compliance frameworks Strong financial management skills — experience monitoring budgets, reviewing invoices, and maintaining expenditure documentation in a grant-funded environment Excellent project management skills — ability to manage multiple program tracks simultaneously, meet milestone deadlines, and coordinate across a diverse team of contractors and partners Strong written and verbal communication — experience writing federal reports, stakeholder communications, and program documentation Commitment to serving LMI communities — demonstrated understanding of and respect for the communities EEIC serves Preferred Experience working with SBA-funded programs, SBDC, or other SBA Resource Partners Familiarity with CO.STARTERS, Kauffman, or comparable entrepreneurship curriculum frameworks Experience with CRM or program management platforms for participant tracking Established network in the Prince George’s, Montgomery, or Howard County small business ecosystem Bachelor’s degree or higher in business, nonprofit management, public administration, or a related field; equivalent experience accepted
