This position is located in East Baton Rouge Parish Office of Operations. The Louisiana Department of Education (LDOE) is committed to ensuring every child is on track to a college degree, a professional career, or a life of success. The LDOE manages over $1 billion in state and federal funding to support local education agencies (LEAs) across Louisiana.
Job Focus Area
The Office of Operations plays a critical role in achieving the LDOE's mission by managing funding and supporting LEAs in driving student success and system-wide improvement. The Education Consultant 3 will lead the development, coordination, and execution of strategic grant initiatives and LEA planning efforts.
Responsibilities
- Lead the development and coordination of grant applications by identifying funding opportunities, managing proposal submissions, and ensuring alignment with LDOE’s mission and priorities.
- Collaborate with internal divisions and program offices to draft, review, and manage grant-related documents while ensuring compliance with state and federal requirements.
- Maintain and standardize documentation processes by managing detailed records of Grant Award Notifications (GANs) and developing procedures to promote consistency and transparency.
- Support LEA planning and strategic implementation by developing and refining the statewide Super App and associated planning materials to reflect and reinforce LDOE’s priority initiatives.
- Conduct and manage the Super App review process to evaluate LEA plans for alignment with funding and approval criteria, provide actionable feedback, and guide systems toward greater impact.
- Drive operational planning and project execution by leading key work streams that directly support the agency’s strategic goals and improve grant effectiveness and coordination.
- Provide strategic guidance to agency leadership on discretionary and competitive grant opportunities that support LDOE priorities, ensuring strong proposals and regulatory compliance.
- Partner with finance and program teams to allocate and monitor funding in a way that maximizes impact, ensures funds are allowable, and supports LDOE’s vision for equitable education.
- Serve as a key liaison within the Office of Operations, supporting cross-functional coordination with divisions such as Fiscal Operations and Federal Support & Grantee Relations on high-impact initiatives and special projects.
Requirements
- Seven years of experience in education, teaching, or administrative services; OR
- Six years of full-time work experience plus four years of experience in education, teaching, or administrative services; OR
- A bachelor's degree plus four years of experience in education, teaching, or administrative services; OR
- An advanced degree plus three years of experience in education, teaching, or administrative services.
Qualifications
- Strong project management experience, including leading cross-functional initiatives and managing timelines, deliverables, and reporting across multiple stakeholders.
- Proven grant writing and grant management expertise, particularly with federal or state education funding streams.
- Experience with educational planning and funding alignment, such as leading or contributing to the development and review of LEA plans, including Louisiana’s Super App process.
- Knowledge of federal and state education laws and policies, especially those related to grants, funding compliance, and program implementation.
- Excellent written and verbal communication skills, including experience drafting formal documents, reports, or guidance for diverse audiences.
- Advanced proficiency in spreadsheets (e.g., Microsoft Excel or Google Sheets), including using formulas, pivot tables, and data manipulation tools for analysis and tracking.
- Demonstrated ability to analyze data, identify trends, and use insights to guide strategic planning and continuous improvement efforts.
- Experience working with LEAs, state agencies, or other public sector organizations on education-related initiatives.
- Familiarity with electronic grants management systems (such as eGMS) and other planning or financial tracking tools.
- Demonstrated ability to build effective relationships and collaborate across divisions, with a strong customer-service orientation and attention to detail.

Pay
The salary offered will be determined based on qualifications and experience. This position has a Special Entrance Rate (SER) of $28.97/hour.
