About the role

The Impact Manager will oversee day-to-day coordination of the StopScamsSF initiative, including managing cross-sector partnerships, aligning workflows between City agencies and external partners, supporting integration with financial counseling services, and ensuring consistent data tracking and reporting. The role will also include troubleshooting operational challenges, supporting communications and outreach efforts, and advancing strategic improvements to the initiative based on emerging trends and partner feedback.

Responsibilities

  • Provide project management and maintain momentum for EJC’s StopScamsSF initiative.
  • Maintain up-to-date research on best practices for scam prevention and response, with a particular focus on our priority audiences of seniors, youth, and immigrant communities.
  • Develop and implement a plan for ongoing monitoring and response.
  • Work closely with the Community Engagement Specialist to engage in community listening, support a community panel, and translate findings into action for our priority audiences.
  • Convene a table of partners (e.g. financial institutions, policy makers, law enforcement) to collaborate on systemic responses.
  • In partnership with stakeholders, formulate and pursue strategies for structural prevention of fraud and scams in San Francisco.
  • Cook up regular prevention messages via email, social media, and other outlets.
  • Work closely with the Research Director to collect and interpret data on StopScamsSF’s performance for assessment and to inform ongoing programmatic improvements.
  • Work with the EJC team to integrate lessons and best practices to respond to community needs and advance EJC’s body of work, which includes financial inclusion, financial counseling, asset building, and fine and fee reform.
  • Identify areas for innovation in response to learnings from the community and studies of existing programs.
  • Support development of materials for related economic justice topics as assigned.

Requirements

  • Possession of a Baccalaureate Degree from an accredited college or university; AND
  • Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Qualifications

  • Experience Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
  • Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
  • Strong ability to take initiative on new projects and work in a dynamic role.
  • Strong project management skills. Organized and detail-oriented with excellent time-management skills and ability to follow through.
  • Experience with qualitative and/or quantitative research.
  • Experience tracking, managing, and analyzing data in Excel or other tools.
  • Excellent communication skills. Strong writing abilities and verbal communication skills.
  • Strong analytical thinker.
  • Demonstrated experience planning new initiatives and convening diverse stakeholders to achieve a shared goal.
  • Demonstrated experience moving forward policy or programmatic initiatives and reforms.
  • Experience working in a government context is a plus.
