E-6B IMMC Manager of Programs 3
About the role
Northrop Grumman Defense Systems is seeking a Program Manager 3 to serve as a Program Manager for the E-6B Mercury Integrated Maintenance and Modification Contract (IMMC) and join our diverse team of professionals located at Lake Charles, LA.
Responsibilities
- Support all aspects of managing the Program Profit and Loss (P&L) and reporting appropriately through Management chain.
- Cultivate customer relationships and intimacy to develop further opportunities within the customer community.
- Develop new business opportunities through long-term strategic planning, capture planning, and development of proposals and business plans.
- Adapt program organization to effectively address customer requirements and incorporate necessary internal and external sub-organizations.
- Lead and direct cross-functional Integrated Program Teams (IPT) to meet program cost, schedule, and technical performance objectives.
- Develop bottoms-up Estimate to Complete (ETCs) driving to Estimate at Complete (EACs).
- Measure and report program performance.
- Deliver presentations to customers, executive management, and other program stakeholders.
- Participate in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
- Review and finalize the program Statement of Work, integrated plans and schedules, and change management procedures and tools.
- Identify, distribute, track, and complete program requirements.
- Establish and manage the program and subordinate baselines.
- Develop and adhere to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
- Identify, allocate, and manage program resources, including workforce planning.
- Manage Government/customer supplied property or information (GFE, CFE, etc.).
- Manage suppliers to meet program objectives.
- Adhere to all internal processes, policies, and applicable industry standards.
- Conduct thorough risk & opportunity management practices including identification, mitigation, and realization.
- Define the work of employees assigned to the program from matrix organizations.
Requirements
- A minimum of 12 years’ experience in an aviation manufacturing/product support/repair environment and a High School diploma or a Bachelor’s degree in a technical discipline related to aviation industry in a Production and/or Maintenance and Repair Operation.
- A minimum of 8 Years’ experience in an aviation manufacturing/product support/repair environment may also be considered.
- A minimum of 5 years’ experience as a PM or DPM with Profit and Loss (P&L) responsibility.
- Demonstrated proficiency utilizing program management tools like Risk & Opportunities, Alpha contracting, Program Execution Framework, etc.
- Experience presenting complex technical programs and concepts to senior management and customers.
- Ability to comprehend and analyze complex problems and develop solutions.
- Ability to prioritize and adjust tasks to accomplish the project result.
- Able to prepare and analyze data and figures.
- Ability to develop and present material outside the immediate work function.
- Able to change physical locations based upon need (including physical ability to travel).
- Able to obtain/maintain a Secret Clearance.
- Proven experience working in a fast-paced environment with customers on-site.
- Knowledge and previous experience in execution of proposals and contracts under FFP.
Qualifications
- A Master's degree in a technical discipline is preferred.
- Experience working with Service Contract Act (SCA) efforts is preferred.
- A current or ability to obtain a Top Secret Clearance is preferred.
- E-6B or similar platform experience is preferred.

Pay
The primary level salary range for this position is $166,700.00 - $250,100.00. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
