General Description

Performs routine (journey-level) consultative and technical assistance work in the Training Operations division. Work involves ensuring the Texas Commission on Law Enforcement (TCOLE) standards of the Basic Peace Officer Curriculum requirements are fulfilled; managing the purchasing of recruit supply and class material; and overseeing the collection of recruit personnel and medical files. May supervise the work of others.

Essential Duties / Responsibilities

  • Plan, develop, implement, monitor and evaluate educational programs and work with program staff to determine trends and resolve operational and technical problems.
  • Create and conduct surveys, review and monitor program activities to determine compliance with requirements, laws, regulations, policies and procedures and recommend corrective action as needed.
  • Collect, organize, analyze and prepares materials in response to requests for program information and reports.
  • Requisition and order merchandise, supplies, and equipment ensuring compliance with DPS and State guidelines and regulations.
  • Track requisitions, audit invoices, maintain related reports and files, and assist with determining operational minimum/maximum inventory levels.
  • Cooky with and serve as liaison to agencies and internal program staff to explain and provide technical assistance on agency and program statutory requirements.
  • Conduct quality control audits on program material to meet State Commission (TCOLE) requirements and ensure timely reporting to meet State Commission requirements.
  • Maintain personnel files and workers' compensation reports for personnel.
  • Oversee and ensure the completion and monitoring of required performance reports and recommend appropriate changes.
  • Document and review policies, procedures, manuals, standards and plans in accordance with program objectives and goals.
  • May plan, assign and/or supervise the work of others.

Qualifications - External

  • Education: Graduation from an accredited college with an Associates degree is preferred (with coursework emphasis in education, organizational development, public administration or a related field).
  • Experience: Minimum three (3) years performing progressively complex office management work to include purchasing of bulk and individual supplies, record keeping and ensuring regulatory compliance and deadlines are met.
  • Licensure and/or Certification: If driving is required, must possess a valid driver license from state of residence.
  • Regulatory knowledge: Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, and TCOLE, legislation, guidelines, policies and procedures.
  • Supervisory/Managerial/Leadership skills: Knowledge of management and supervisory methods and principles, performance and productivity standards, and budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.
  • Interpersonal Skills: Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
  • Organizational and Prioritization Skills: Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
  • Presentation/Communication Skills: Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.
  • Research and Comprehension: Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.
  • Analytical Reasoning/Attention to Detail: Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
  • Technology (computers/hardware/software/operating systems): Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Demonstrated confidentiality and protected information: Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
