General Description
Perform highly complex (senior-level) and proactive security enforcement to protect life and property in support of commissioned officers. Work involves overseeing, monitoring and/or patrolling grounds; receiving visitors; inspecting and safeguarding state and court buildings, properties, and equipment; directing traffic (vehicular and pedestrian) and issuing tickets.
Essential Duties / Responsibilities
- Monitor and operate visitor screening equipment, e.g., metal detectors, magnetometers, x-ray machines, bollard systems, and electronic access pedestals.
- Monitor and operate sophisticated video surveillance, access control and intrusion detection systems.
- May operate the Unmanned Aerial Systems.
- Patrol assigned areas for security violations, guard against theft and mischief, and respond to alarms/calls for service or assistance.
- Oversee and authorize entrance and departures of employees, visitors, and other persons to maintain safety and security of state premises.
- Monitor visitors, ask for appropriate documents and provide visitor escorts as required.
- Oversee screening areas at entry points and monitor entry and exit activities of persons and vehicles within the complex.
- Observe, recognize, describe and identify suspicious persons and notify DPS Monitor Rooms or DPS Communications for appropriate response(s).
- Support law enforcement commissioned officers in investigative efforts and in the apprehension of suspects in cases of unauthorized entry into state buildings, malicious mischief or other violations.
- Transmit, receive, and relay official messages to law enforcement officials via various mediums, e.g. telephone, voice radio, Intrusion Detection Systems, and telecommunication systems.
- Respond to inquiries and/or direct appropriate parties during business and non-business hours.
- Reinforce law enforcement operations and notify law enforcement personnel of observed criminal activity; assist in the eviction of unauthorized personnel as required.
- Report rule infractions and violations; collect and share relevant security information.
- When, or as needed, prevent passage of prohibited articles into restricted areas; check purses, pockets, and bags for suspicious items at entry screening points.
- Inspect/adjust security systems, equipment, and machinery to ensure operational use and to detect tampering.
- Assess building security, including but not limited to, ensuring office doors/windows are secure, locks are in place and in working order.
- Operate access card and badge-issue station, including but not limited to, capturing photos, completing data entry, and becoming proficient in the card access database.
- Provide emergency assistance, including administering first aid, evacuations and incidents posing threats to the safety and well-being of law enforcement officers or the general public.
- Attend meetings, trainings, and workshops related to criminal activities, intelligence gathering, or topics to assist law enforcement personnel in evaluating and sharing of related and pertinent information.
- Prepare and distribute various correspondence, incident reports, logs and other documents as needed.
- Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
- Perform other duties as assigned.
General Qualifications And Requirements
- Education - High School Diploma/equivalent.
- Experience - Two (2) years' experience in law enforcement, administrative work, security work, or associated military service is preferred, but not required.
- Licensure and/or Certification - Must obtain Texas Emergency Casualty Care (TECC) certification within ninety (90) days of employment. If driving is required, must possess a valid driver license from state of residence.
- Regulatory Knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
- Knowledge of building configuration and space assignments, and applications and utilization of security tools and processes.
- Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS, core values: Integrity, Excellence, Accountability, and Teamwork.

- Research and Comprehension - Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.
- Analytical Reasoning/Attention to Detail - Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
- Technology (computers/hardware/software/operating systems) - Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems (e.g., CCTV, Digital Video Surveillance Systems (DVSS), Intrusion Detection and alarm systems). Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
- Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
- Safety - Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
Physical And/or Environmental Demands
- Environment: Office, Outdoors, Vehicle, Bicycle;
- Ambulatory skills, e.g. stand, walk, sit, run, jump, bend and crawl;
- Hand-eye coordination and arm/hand/finger dexterity;
- Ability to speak, hear, and exercise visual acuity;
- Ability to carry or move adult bodies in cases of emergencies, and ability to carry Automated External Defibrillators (AEDs) or similar weighted objects (up to 25 pounds) up flights of stairs;
- Ability to perform the physical readiness fitness test, consisting of completing the Concept 2 Row Test at 25% or better.
Schedule
- Must be available for a rotating or permanent shift schedule which includes weekends, holidays, overnight, and emergencies which may be after regular working hours.
