About the role

The OSH Digital Education Manager leads the development and distribution of occupational safety and health education content for Washington State workers and employers. This role oversees four key program areas: DOSH Webmaster/Website, Digital and Social Media Strategy, Education and Outreach Content, and Video and E-Learning Creation and Development.

Responsibilities

  • Lead and manage a team of 12 FTEs across four program areas.
  • Ensure strategic alignment of all digital education program activities to agency and division priorities.
  • Plan, organize, and direct the work of the DOSH Digital Education Program, ensuring optimal use of resources.
  • Promote staff development by identifying training needs, evaluating performance, recognizing positive contributions, and implementing corrective action when necessary.
  • Recommend to executive and senior leadership changes needed to improve service delivery.
  • Collaborate with the Education and Outreach Senior Program Manager on development and oversight of biennial operating budgets.
  • Oversee development, coordination, and distribution of all WISHA publications, educational content, and materials.
  • Ensure creation and dissemination of occupational safety and health education and training content that addresses the distinct needs of small and large businesses across Washington.
  • Maintain compliance with requirements of Federal OSHA grants that support DOSH programs.
  • Coordinate digital content strategy with L&I’s agency-wide communication team.

Qualifications

  • A Bachelor’s degree in Public Administration, Business, Science, Public Safety, or a related field; OR equivalent years of experience in mid-level or higher management.
  • Five or more years of progressively responsible management and leadership experience with a proven ability to manage for accountability and achieve measurable results.
  • Expert knowledge of federal and state occupational safety and health programs, policies, and regulations.
  • Advanced knowledge of and experience with regulatory, legislative, and budget processes.
  • Demonstrated ability to think and plan strategically, develop and implement performance measurement systems, and achieve results critical to the agency’s mission.
  • Skills to manage in a politically complex environment, build partnerships, and address multiple competing priorities and diverse stakeholder interests.
  • Effective public speaking and written communication skills.
  • Significant knowledge of federal and state employment laws and labor contracts, recruitment and fair hiring practices, performance appraisal, coaching and mentoring, corrective and disciplinary action, and promoting a diverse workforce.
  • Ability to “think outside the box” and develop creative new approaches to safety and health education.

Preferred/Desired Qualifications

  • At least three years of experience leveraging digital and social media platforms (e.g., email, listservs, blogs, podcasts, YouTube, Facebook, LinkedIn, Instagram, etc.) to engage audiences and drive measurable behavior change toward desired outcomes.
