About the Role

This position directs and supervises the construction, renovation, alteration, and maintenance of County buildings and equipment. The role involves managing construction projects, estimating labor and materials, and coordinating skilled employees across various trades, including high voltage systems, industrial laundry and kitchen equipment, boilers, HVAC, electronic alarms, and security systems.

Responsibilities

  • Direct, assign, train, supervise, and coordinate the work of employees engaged in construction, renovation, alteration, and maintenance of County buildings and equipment.
  • Manage construction projects, estimate labor and materials, and order necessary supplies.
  • Participate in staff selection; assign, review, and evaluate employee performance; train, counsel, and manage staff.
  • Plan and coordinate skilled employees in mechanical, construction, and maintenance trades, including high voltage distribution, industrial equipment, boilers, HVAC, alarms, and security systems.
  • Prepare working sketches and diagrams; read and interpret construction blueprints (electrical, plumbing, HVAC, mechanical); recommend modifications.
  • Determine building and machinery needs for service and repairs; perform system and equipment analysis for replacement or upgrades; maintain records and prepare reports.
  • Prepare budgets and manage operational expenditures; investigate and recommend staffing, operational, and equipment requirements.
  • Prepare construction and renovation bid documents; evaluate proposals and recommend actions; ensure compliance with contract specifications and industry standards.
  • Serve as liaison between department managers, staff, and other governmental agencies for physical plant needs.
  • Enforce fire safety, administrative, and building code requirements; ensure compliance with inspection and accreditation standards.

Requirements

Applicants must meet one of the following patterns:

  • Pattern I: Two years as a Crafts Worker IV in San Joaquin County service.
  • Pattern II: Six years of journey-level experience in at least one building trade, including two years in a supervisory capacity.
  • Pattern III: Possession of a bachelor’s degree in construction management, public administration, business administration, mechanical/electrical engineering, or a related field, plus two years of experience supervising construction work.

All patterns require possession of a valid California driver’s license.

Knowledge and Abilities

  • Knowledge: Principles of management and supervision; budget preparation and monitoring; project management; methods, materials, and tools in painting, plumbing, carpentry, masonry, electrical, and mechanical trades; occupational hazards and safety precautions; building codes and regulations; basic computer and office automation technology; report writing.
  • Abilities: Plan, assign, and supervise staff; estimate labor and material costs; read and interpret complex plans and specifications; prepare and monitor budgets; create sketches or plans; use tools in building trades; operate computers and relevant software; maintain records and prepare reports; communicate effectively orally and in writing; establish and maintain effective working relationships.

Physical and Mental Requirements

  • Mobility: Operating data entry devices; sitting, standing, walking, driving; occasional pushing/pulling, bending/squatting, climbing, crawling.
  • Lifting: Frequent lifting of 30 lbs or less; occasional lifting of 30–50 lbs.
  • Vision: Constant use of overall visual capabilities; frequent color perception, hand/eye coordination, reading, and close-up work.
  • Dexterity: Frequent holding, grasping, repetitive motion, and writing.
  • Hearing/Talking: Constant hearing and talking of normal speech in person and on the telephone.
  • Emotional/Psychological: Constant concentration and decision-making; frequent public contact; occasional exposure to emergency situations, trauma, or grief; occasional working alone or traveling.
  • Special Requirements: May occasionally work weekends/nights.
  • Environmental Conditions: Frequent exposure to noise, hazardous materials, dirt, dust, smoke, fumes, poor ventilation, and indoor/outdoor temperature extremes.

Pre-employment drug screening and background investigation are required. The County pays for the initial drug screen.

Pay

Approximate annual salary: $104,029.94 – $126,449.05.

  • 125 Flexible Benefits Plan: Voluntary pre-tax program for health-related expenses ($2,550 annual limit with $500 carryover) and dependent care costs ($5,000 annual limit).
  • Retirement Plan: Covered by the County Retirement Act of 1937. Visit SJCERA for details.
  • Deferred Compensation: Section 457 plan with annual contribution limit of $22,500 ($30,000 for individuals age 50+). Roth IRA (after-tax) available.
  • Vacation:
    • Up to 3 years: 10 days/year
    • After 3 years: 15 days/year
    • After 10 years: 20 days/year
    • After 20 years: 23 days/year
  • Holidays: 10 or 14 days per year, depending on hire date.
  • Administrative Leave: 10 days per fiscal year (does not carry over).
  • Sick Leave: 12 days annually with unlimited accumulation. Eligible for 8 hours of administrative leave if balance equals at least half of cumulative accrual.
  • Bereavement Leave: 3 days for immediate family; 2 additional days for spouse, domestic partner, parent, or child.
  • Merit Salary Increase: Eligible for step increase after 52 weeks (2,080 hours) at each salary range step.
  • Educational Reimbursement: Up to $850 per fiscal year for career-related coursework; up to $1,600 per fiscal year for approved four-year college/university programs.
  • Parking: County contribution for downtown Stockton parking.
