About the role

The Coconino County Flood Control District Engineer manages capital projects and directs the activities of District personnel. The role involves initiating and directing engineering plans, overseeing projects, and implementing flood control measures.

Responsibilities

  • Initiates and directs development of engineering plans, specifications, and cost estimates for in-house designed projects and projects performed by consultants.
  • Oversees both in-house and consultant-performed engineering and construction of District projects.
  • Establishes schedule and budget for design and construction phases of District projects.
  • Acts as the custodian of the digital and paper records and data property of the District relating to mapping, surveying, and engineering.
  • Conducts field inspections, provides quality assurance and construction administration for District led projects.
  • Reviews, approves, and signs subdivision and site development plans, cost estimates, for flood control related designs submitted by private development.
  • Develops policies and procedures including the establishment of design criteria, specifications, and engineering standards that appear in the County’s Drainage Criteria Manual.
  • Holds public meetings to discuss flood-related improvements and projects.
  • Responds to flood emergencies.
  • Serves as Flood Director, as needed and oversees Flood Director/Flood Warning System.
  • Supports the Community Development Engineering Supervisor as determined by Administrator and Community Development Director.
  • Plans, organizes, and directs engineering activities and duties related to floodplain administration, compliance with the National Flood Insurance Program, and management of District defined Local Floodplains.
  • Inspects, studies, analyzes, and formulates proposals and qualifications to address flooding issues and concerns within FEMA designated floodplains and post-wildfire flood areas.
  • Prepares designs, technical reports, sketches, and drawings, as needed and in consultation with the Administrator.
  • Prepares project related procurement requests for qualifications, proposals, and/or bids, and evaluates submittals for adequacy, regulatory compliance, technical merit, and project approach.
  • Reviews design projects for regulatory compliance, economic benefit, value engineering, technical issues, and sound engineering design.
  • Manages consultant services including scopes of work, proposal evaluation, contract management, and technical review of emergency plans.
  • Supports development of grant applications.
  • Represents the District with various agencies.
  • Represents the District in professional organizations and coordinates speaking engagements and other outreach activities.
  • Led the updating of the District’s Flood Mitigation Capital Improvement Plan and supports the overall annual District budgeting process.
  • Evaluates, reviews, and guides District staff in daily activities.
  • Supervises the County Hydrologist and other employees as assigned.
  • Aids in the defense of the District in matters of civil tort liability, including expert testimony.
  • Serves as District Administrator when Administrator has assigned.
  • Plans for reports on, and facilitates recovery from major flood & post-wildfire flood events in concert with the Administrator and the District Team.

Qualifications

  • Must be a Registered Professional Engineer.
  • Must become a Certified Flood Plain Manager within 18 months.
  • Bachelor’s degree in civil engineering and five years of progressively responsible engineering experience with strong background in Hydrology & Hydraulics, Drainage and Flood Control, including two years in a supervisory capacity.
  • Experience leading during flood emergencies and specifically with rain & stream gauges and flood emergency notification systems.
  • Experience communicating with elected officials, funding agencies and partners, and engaging with the public to secure project support.
