About the Role

The Workforce Commitment Office (WCO) promotes best practices, creates guidance, and ensures alignment with UC’s systemwide collective bargaining, policy, and legal obligations related to contracting for services. This role leads the WCO, developing and maintaining a data-informed, sustainable strategy for compliance with systemwide obligations while removing barriers. The position oversees policy integrity, stakeholder engagement, and cross-functional collaboration to support UC’s mission of inclusivity, hiring opportunities, and employee retention. This position is eligible for a remote work arrangement within the state of California, and the selected candidate must reside in California or be willing to relocate.

Responsibilities

  • Lead and oversee the systemwide Workforce Commitment Office (WCO), developing a long-term strategy, communications plans, and timeline for alignment with collective bargaining, policy, and legal obligations related to contracting for services.
  • Ensure the successful implementation and integrity of policies, projects, programs, and systems through subordinate staff, partnerships with UC location stakeholders, union representatives, and UCOP central offices.
  • Guide the development of expert analyses and recommendations impacting systemwide operations, balancing compliance needs with UC’s mission.
  • Oversee the production and application of mandatory reports, including the Qualified Individual (QI) Report, Basic Payroll Information Report, and Wage-Benefit Parity (WBP) Supplier Compliance Verification.
  • Deliver annual SB 820 certifications and reporting to the California Legislature.
  • Provide expertise and support to Labor Relations teams in responding to concerns, disputes, and grievances related to Article 5 reports and data.
  • Interact regularly with executive-level management on matters concerning contracting for services, and develop guidance for UC Systemwide Labor Relations and Procurement leaders.
  • Ensure robust engagement with stakeholders, lead meetings with collaborators, and interface with external stakeholders, including union leadership and supplier management.
  • Provide monthly reporting to the President’s Executive Office (PEO).
  • Direct a team of professional staff, manage team activities, and ensure the successful creation of the annual Article 5 Project Plan.
  • Ensure University and supplier compliance with negotiated standards and agreements related to contracted services, and oversee supplier adherence to reporting standards.
  • Negotiate with supplier executives to resolve operational and other issues.

Requirements

  • BA/BS degree with a minimum of 10 years of experience and/or an equivalent combination of education and experience.
  • Expert analytical skills to conduct analysis, develop recommendations, and demonstrate problem-solving abilities.
  • Advanced knowledge of systemwide, campus, and/or medical center policies and procedures, and an understanding of how work impacts other areas within Human Resources and the system.
  • Expertise in labor relations, procurement, or related HR and supplier relations subject areas.
  • Expert knowledge of legal requirements to minimize exposure and liability.
  • Demonstrated ability to lead complex projects, drive process improvement, and manage collaborative change.
  • Highly developed skills in providing guidance on complex and significant issues to managers and employees.
  • Proven ability to handle difficult or volatile situations and individuals effectively.
  • Strong conflict and change management skills.
  • Highly developed written, verbal, and presentation skills for communicating complex information to varying organizational levels.
  • Expert knowledge of dispute resolution and administering labor or procurement requirements.

Preferred Qualifications

  • In-depth knowledge of other areas in Human Resources, with the ability to develop, interpret, and administer systemwide HR policies and processes.
  • Advanced degree or professional certification.

Pay

The salary range for this position is $182,800 - $212,000. The University provides a reasonable estimate of compensation based on experience, skills, knowledge, and organizational needs.
