Director, Service and Support Administration
About the role
The Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) is seeking a director to oversee and direct the implementation of Service and Support Administration (SSA), including all aspects of Medicaid and Waiver services, and use of local funds, to all people with disabilities needing such services. The director will manage specialty areas related to SSA work, direct the development of SSA policies and procedures, and collaborate with other Cuyahoga DD departments to ensure compliance and quality service delivery.
Responsibilities
- Plan, develop, and manage the delivery of service and support administration services to individuals needing such services.
- Maximize utilization of community resources, local funds, Medicaid and/or Waiver funding for services.
- Direct responses to complex situations or complaints related to all SSA services and provide coaching to SA leadership teams to improve outcomes and customer experience.
- Hire, assign, evaluate, and supervise support administration management teams and their staff; provide ongoing coaching and professional development opportunities.
- Implement performance standards and measures to ensure compliance with rules and regulations governing SSA functions.
- Collaborate with other Cuyahoga DD departments to coordinate and improve delivery of quality services.
- Assist with the implementation of goals related to Cuyahoga DD’s annual or strategic plan, including priority areas and growth plans for the SSA department.
- Direct and manage specialized SA teams, including housing, employment, intake and eligibility, and review recommendations for new housing development.
- Organize and manage the provision of information, training, and technical assistance to Cuyahoga DD staff, providers, families, and interested parties on SSA topics and services.
- Direct staff regarding authorization of Medicaid-funded and/or locally-funded community and residential services and supports.
- Provide consultation and technical support to Cuyahoga DD staff, consumers, families, and outside agencies on accessing and maintaining Medicaid-funded and/or locally-funded community residential services and supports.
- Represent Cuyahoga DD on assigned committees and participate in planning with state and local agencies (e.g., CCADAMHS, DoDD, CCDCFS) regarding support administration and related topics.
- Attend applicable conferences/meetings on Medicaid funding, SSA, and related topics.
- Participate in the Medicaid Administrative Claiming (MAC) program in accordance with DoDD rules and regulations.
Supervisory Duties
- Supervise SA Managers (including various specialty areas), SA supervisors, and Support Administrators assigned to perform SSA functions.
Personal Contacts
- All Cuyahoga DD staff, service providers, people with disabilities and families receiving services, DoDD and other State agencies, county and other community agencies.
Unusual Working Conditions
- Flexible work schedule; some evening and weekend meetings.
- Occasional travel in county and out of county.
Requirements
- Master’s degree required in psychology, social work, special education, public administration, or a related field.
- Five years’ successful experience working with programs for DD persons and their families.
- Minimum of three years of supervisory experience.
- Eligibility for State Department of DD SSA Supervisor certification with certification occurring within state statute timelines.
- Valid State of Ohio driver’s license and continued maintenance of excellent driving record.

Pay
The salary listed in the header is the base salary for all department directors in Pay Schedule G. The actual starting salary will be determined based on factors including the breadth and depth of knowledge, skills, education, and experiences brought by the candidate, market rate for the position, internal equity, and budgetary constraints.
Schedule
This position is based at the Donzella Administration building and works a hybrid schedule that includes some remote work at the direction of the Superintendent. There is an onsite expectation for all leadership positions.
