Qualifications

Primary Responsibilities:

  • Directs Performance Management staff in partnering with Authority departments to establish, implement, and sustain organizational performance measures, key performance indicators, and reporting processes that support operational, administrative, and technology initiatives.
  • Develops and implements the Authority’s Asset Management policies, strategies, goals, and governance framework to ensure compliance with FTA requirements and support long-term capital planning and objectives.
  • Led the identification of enterprise-wide performance challenges and directs the development, implementation and evaluation of strategic initiatives to improve Organizational effectiveness and operational performance.
  • Provides strategic leadership and consultation to departments in the development and adoption of key performance indicators, business processes, performance standards, and continuous improvement best practices through effective change management.
  • Develops and implements communication, training, and change management strategies that promote organizational understanding, adoption, and sustainability of performance management initiatives.
  • Develops, monitors, and evaluates enterprise-wide strategic initiatives and cost-saving programs to ensure alignment with the Authority's strategic goals and organizational priorities.
  • Hires, trains, develops, monitors, and evaluates staff. Reviews and recommends personnel actions for approval.

Management Responsibilities:

  • Reporting to this position are the following jobs: Managers, Senior Data Engineers, Senior Data Scientists, Data Engineers, Data Scientists, Senior Analysts, Coordinators, Analysts.

Challenges:

  • Leading organizational change by promoting the consistent use of performance measures and data-driven decision-making across the Authority.
  • Aligning cross-functional stakeholders with enterprise performance goals while balancing competing operational priorities.

Educational/Experience Requirements:

  • Requires a Bachelor’s Degree in Business Administration, Public Administration, Engineering, Finance, Data Analytics, or a related field, and eight (8) or more years or relevant experience of progressively responsible experience in performance management, strategic planning, business analytics, transit asset management, or a related field, of which five (5) years are in a management role, or an equivalent combination of education and experience.
  • Master’s degree preferred.
  • Must have experience in managing large, cross functional organizational initiatives from design to completion.
  • Must have experience implementing organizational change management initiatives.
  • Experience managing enterprise-wide performance measurement programs.

Physical Requirements:

  • Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
  • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

  • Detail knowledge of transit asset management principles and Federal Transit Administration (FTA) Transit Asset Management requirements.

Working Conditions:

  • General office environment.
  • Occasionally travels to Authority facilities, including bus garages, rail terminals, and other operational locations.
  • May be required as on-call duty officer for various functions.
  • Occasionally required to travel to other transit properties located in North America.

  • Standard office equipment.
  • Personal computer and related software (e.g., Microsoft Office Suite, business intelligence, data visualization, project management, and reporting applications).
