About the role
This is an academic management position, exempt from overtime provisions of the Fair Labor Standards Act, with responsibility for formulation and implementation of district policies, regulations, budget decisions, and supervision of personnel including assignment of work, evaluation of performance, adjusting grievances, recommending hiring, transfer, suspension, layoff, recall, promotion, and termination.
Responsibilities
- Plans, organizes, directs and integrates operations of College Relations and Outreach department programs and services responsible for community outreach, matriculation and assessment of new students including Welcome Centers;
- Determines department needs, formulates action plans and works with faculty and staff to provide student support and outreach services;
- Develops and monitors the department budget;
- Participates actively in District and college programs, initiatives and strategies for achieving the District’s mission and institutional goals within areas of campus responsibility;
- Provides day-to-day leadership and works with staff to ensure a high-performance, service-oriented work environment that supports achievement of the department’s and District’s mission, objectives and values;
- Directs and manages the performance of assigned employees;
- Manages and directs development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards;
- Collaborates with Public Information Officers to market and communicate outreach and student success efforts;
- Coordinates and leads campus tours;
- Coordinates or participates in large outreach, orientation and registration events on campus;
- Establishes partnerships with K-12 school districts, adult education programs and community groups to plan, schedule and facilitate matriculation activities;
- Makes presentations to diverse audiences including the Board of Trustees and other board-level groups;
- Serves on or leads committees, workgroups, and task forces, including the Student Success and Equity Committee;
- Represents the District/college at local, regional, state and national conferences, meetings, workshops and training seminars and oversees the development of grant applications and administration of grants;
- Performs related duties as assigned.
Requirements
A master’s degree from an accredited college or university OR possession of a valid California Community College Supervisory Credential; and six years of student support services or experience, at least two of which were with outreach and matriculation services; Or an equivalent combination of training and experience.
Qualifications
- Knowledge of knowledge, skills and abilities requirements, guidelines, rules and objectives applicable to a college outreach and matriculation program;
- Community college curriculum, organization, operations, policies and objectives;
- Principles, methods and practices applicable to the design and implementation of public relations, community outreach and marketing programs;
- Applicable federal, state and local laws, rules and regulations, including the Family Educational Rights and Privacy Act and California Education Code and Administrative Code provisions related to community college admissions, registration and recordkeeping;
- Principles and practices of public administration, including budgeting, purchasing and maintaining public records;
- Principles and practices of sound business communication;
- Research methods and analysis techniques;
- Principles and practices of effective management and supervision;
- Principles and practices of strategic planning;
- Basic principles and practices of organizational improvement and culture change;
- Safety policies and safe work practices applicable to the work being performed, including those required in crisis or threat situations;
- Personnel Commission Rules, Board Policies, Administrative Regulations, Human Resources procedures and collective bargaining agreements;
- Community college and its mission and goals.
Skills and Abilities
- To plan and direct activities of assigned departmental staff involved in student outreach and matriculation programs;
- Analyze issues, problems, evaluate alternatives and develop sound, independent conclusions and recommendations in accordance with laws, regulations, rules and policies;
- Work collaboratively with other District directors and managers and the community and provide expert advice and counsel to develop solutions to complex issues;
- Organize, set priorities and exercise expert, independent judgment within areas of responsibility;
- Develop and maintain an inclusive work environment that fosters diversity, respect and engagement;
- Develop and implement appropriate procedures and controls;
- Prepare clear, concise and comprehensive correspondence, reports, studies and other written materials;
- Communicate effectively, both orally and in writing;

- Represent the District effectively in dealings with students, community groups and the public;
- Make presentations and present proposals and recommendations clearly, logically and persuasively to diverse audiences;
