About the role

The Director of Title III Programs provides visionary leadership, strategic management, and administrative and fiscal oversight for all Title III grants awarded to NCCU by the U.S. Department of Education. This role ensures funded activities align with NCCU’s Strategic Priorities and support key performance metrics mandated by the University of North Carolina (UNC) System. The Director guides multi-million-dollar institutional investments, fosters collaboration with internal and external partners, and maximizes the impact of federal funding on student achievement and institutional growth. The Director serves as the primary liaison between the University, the UNC System Office, and the U.S. Department of Education.

Responsibilities

  • Grant Administration & Strategic Alignment
    • Plan, implement, and direct all aspects of the University’s Title III Parts B and F portfolios to advance NCCU’s operational and academic capacity.
    • Align Title III project allocations with UNC System performance metrics, targeting improvement in four-year graduation rates, average earned credits, undergraduate degree efficiency, research expenditures, and student debt reduction.
    • Coordinate the comprehensive planning process for five-year institutional grant cycles, including development of new Phase applications, objectives, and narratives.
    • Train, advise, and monitor individual Title III Activity Directors to ensure project benchmarks and performance indicators are met.
  • Institutional Collaboration & Faculty Development
    • Cultivate collaboration with internal partners—including Academic Affairs, Enrollment Management, and Student Affairs—to build integrated pipelines improving student retention and academic support.
    • Partner with the Office of Faculty Development to design and deliver professional development programs focused on high-impact teaching practices, tech-infused pedagogy, and grant compliance.
    • Work with Student Access and Success Programs (SASP) and NCCU Libraries to optimize resource allocation for tutoring, mentoring, and academic advising.
    • Collaborate with the Office of Sponsored Research and Programs to transition successful Title III interventions into permanent frameworks or external grant applications.
  • Fiscal Management & Compliance
    • Maintain oversight of the Title III budget registry, ensuring expenditures comply with Federal Uniform Guidance (2 CFR 200) and State of North Carolina rules.
    • Review and authorize major purchase requisitions, personnel actions, and external contracts for funded activities.
    • Work with the Office of the Vice Chancellor for Business and Finance and the Office of the State Auditor to prepare for and respond to fiscal audits.
    • Supervise the internal Title III team, tracking all Title III-funded student workers, staff, and faculty releases.
  • Data Evaluation, Assessment, & Reporting
    • Author and submit Title III Annual Performance Reports (APR) and mid-year progress briefings to the U.S. Department of Education.
    • Partner with the Office of Institutional Research, Planning, and Effectiveness to measure programmatic impacts on retention, completion, and student progression metrics.
    • Maintain transparent communication across campus using platforms like myEOL to share performance data and program regulations.

Requirements

  • Master’s degree from an accredited institution in Higher Education Administration, Business Administration, Public Administration, or a closely related field.
  • Minimum of five (5) years of progressive, post-baccalaureate experience managing complex federal grants (preferably Title III or similar Department of Education programs) within a higher education setting.
  • Expert understanding of EDGAR (Education Department General Administrative Regulations) and 2 CFR 200 fiscal compliance mandates.

Preferred Qualifications

  • Terminal Degree: Ph.D., Ed.D., or J.D. from an accredited institution.
  • Demonstrated track record managing federal or state institutional programs within a Historically Black College or University (HBCU) context.
  • Prior familiarity with North Carolina standard accounting systems and the University of North Carolina (UNC) system infrastructure.

Skills

  • Highly advanced skills in budget forecasting and fiscal reconciliation of federally restricted funds.
  • Exceptional written and verbal communication skills, with the ability to translate intricate federal regulations for diverse faculty and staff.
  • Proficiency in data enterprise systems (e.g., Banner, Chrome River, G5/G6 Department of Education portals).
  • Proven collaborative leadership skills to bridge academic affairs, student affairs, and fiscal administration units.

Schedule

Permanent, full-time position (1.0 FTE, 40 hours/week, 12 months).

Work Location

Fully on-site with a dedicated office at the duty station.
