The Oregon State Hospital is seeking a Director of Organizational Strategy and Development to lead its transformation into a purpose-driven forensic psychiatric institution.

About the role

The Director of Organizational Strategy and Development translates executive vision into actionable initiatives that improve safety, treatment quality, workforce readiness, and compliance. The role oversees public policy development, major projects, hospital operations governance, and executive reporting while guiding teams that execute these efforts across the organization.

The director evaluates the impact of priority initiatives on achieving strategic goals, directs key public policy and organization-wide changes, advises leadership on strategy and risk, and ensures hospital priorities are clearly defined, aligned, and delivered from initiation through completion.

Responsibilities

• Lead the transformation of Oregon State Hospital into a purpose-driven forensic psychiatric institution.
• Translate executive vision into actionable initiatives improving safety, treatment quality, workforce readiness, and compliance.
• Oversee public policy development, major projects, hospital operations governance, and executive reporting.
• Guide teams executing strategic efforts across the organization.
• Evaluate the impact of priority initiatives on achieving strategic goals.
• Direct key public policy and organization-wide changes.
• Advise leadership on strategy and risk.
• Ensure hospital priorities are clearly defined, aligned, and delivered from initiation through completion.

Requirements

• Five years of management experience.
• OR two years of management experience and a Bachelor’s degree in a related field.

• Ability to clearly communicate with clinicians at all levels, building trust, alignment, and understanding from frontline staff to senior medical leadership.
• Working knowledge of effective care handoffs to ensure continuity, safety, and clear communication across clinical teams.
• Strong understanding of healthcare policy and regulatory requirements, with the ability to apply them effectively to organizational operations and decision-making.

Pay

$9,604 - $14,856 per month. The salary listed is the non-PERS qualifying range. If the successful candidate qualifies for PERS, the salary range will increase by 6.95%.

Additional Details

• This is a full-time, permanent, management service (MMS) position based in Salem, Oregon.
• Employment is contingent upon a criminal records check and a driving records check that meets OHA criteria at the time of hire and throughout employment.
• This position does not provide visa sponsorship. You must confirm authorization to work in the United States within three days of hire.
