Director of Operations - (Residential Multi-Family Property Management)

This role is responsible for managing operations and maximizing financial value of a diverse, multi-site residential portfolio of affordable (LIHTC, HUD Section 8, etc.) apartment communities in the Northeastern US Region (PA, MD, NJ, NY, etc.). The position is based in the Philadelphia, PA metro region and requires routine daily/weekly travel to properties within the portfolio.

Responsibilities

• Oversee overall operations of assigned properties.
• Review monthly financial reports, prepare owner reports, and attend asset management meetings.
• Address inquiries from owners, government agencies, financial institutions, auditors, accounting, and staff.
• Hire, oversee, and evaluate staff; approve raises, counsel, and administer personnel decisions.
• Monitor compliance with federal, state, and local regulations, as well as company policies and procedures.
• Review leases, rules, regulations, contracts, licenses, rent schedules, personnel files, and resident files.
• Inspect properties and implement standards; supervise and train staff, including Regional Property Managers and Community Managers.
• Enforce safety standards and training for staff.
• Prepare and implement budgets; negotiate contracts on behalf of the property/company (subject to approvals).
• Prepare for regulatory agency inspections (e.g., REAC/NSPIRE, MORs).
• Follow up on all aspects of property management, including delinquency reports, bank deposits, equipment inventory, and inspections.
• Perform additional tasks, duties, projects, and responsibilities as assigned by management.

Requirements

• Minimum 5+ years of experience in affordable multi-family housing property management (LIHTC & HUD Project-Based Section 8).
• Successful experience with certifications, recertifications, REAC/NSPIRE inspections, and MORs.
• Proven track record managing a large portfolio as a Regional Property Manager, Senior Regional Property Manager, or higher.
• Ability to lead and manage supervisors who oversee other team members.
• Working knowledge of property management, accounting, inspections, collections, evictions, and marketing.
• Willingness to travel extensively (daily or multi-day) to properties within the assigned portfolio.
• Strong computer skills, including Yardi and Microsoft Office Suite (Outlook, Word, Excel, Teams).
• Understanding of financials, budgets, regulations, affordable housing programs, and local/state statutes.
• Valid, unrestricted driver’s license and reliable transportation for property oversight.

Qualifications

• College degree preferred but not required.
• CPM, HCCP, COS, or equivalent certification strongly preferred.
• Exceptional organizational, email communication, and time-management skills.
• Strong leadership, management, and supervisory abilities.
• Ability to train, evaluate, and develop staff while managing performance.
• Excellent resident relations, conflict resolution, and customer service skills.
• Ability to work with minimal supervision and direction; flexibility to work evenings and weekends as needed.

Skills

• Advanced English communication skills: ability to read, analyze, and interpret complex documents; respond effectively to sensitive inquiries; and deliver persuasive presentations.
• Strong mathematical skills: proficiency in budgeting, statistical inference, risk analysis, and financial concepts (fractions, percentages, ratios, proportions).
• Analytical and problem-solving abilities: apply logical and scientific thinking to intellectual and practical challenges; adapt prior knowledge to new situations.

Pay

Exempt role with an annualized base salary range of $110k–$120k, depending on experience, qualifications, and other job-related factors. Eligible for discretionary and/or performance-based bonuses (spot or annual), contingent on individual merit, budgetary limitations, and company performance.
