Job Description & Responsibilities

Lead the development and execution of Persistent Systems' international strategy, aligning FMS pipeline priorities with the company's broader technology roadmap, including MANET, JADC2, and multi-domain networking solutions.

Serve as the primary interface between corporate strategy and the International Sales team, ensuring coordinated pursuit of FMS Letters of Request (LORs), Letters of Offer and Acceptance (LOAs), and associated Technology Transfer and ITAR/EAR compliance frameworks.

Advise senior leadership on security cooperation trends, Theater Security Cooperation (TSC) plans, and partner nation capability development requirements across Army, Navy, Air Force, Marine Corps, and Coast Guard foreign counterpart organizations.

Develop and manage relationships with key stakeholders at the Defense Security Cooperation Agency (DSCA), in-country Security Cooperation Offices (SCOs), and relevant foreign liaison offices.

Cook up and coordinate with legal and compliance teams on export control, end-user monitoring (EUM) obligations, and CSfC/NIAP international certification pathways to ensure compliant and competitive international positioning.

Author and disseminate international strategy communications, briefings, and position papers for executive leadership, partner nation delegations, and relevant U.S. Government stakeholders.

Support the identification and capture of Cooperative Development and co-production opportunities with allied defense establishments and prime integrators operating in international theaters.

Position Qualifications & Experience

  • Minimum 10 years of progressive experience in defense, with a demonstrated focus on security cooperation, FMS program management, or international defense acquisition.
  • Direct, hands-on experience managing Foreign Military Sales cases through either the Department of Defense (formerly DoD) or Department of State (DoS) processes, including familiarity with the Security Assistance Management Manual (SAMM) and FMS case execution lifecycles.
  • Deep understanding of ITAR, EAR, and U.S. export control regulations as they apply to defense technology sales and technology transfer.
  • Demonstrated ability to navigate interagency environments involving DSCA, OUSD(P), geographic Combatant Commands (GCCs), and U.S. Embassy Country Teams.
  • Active TS/SCI security clearance preferred; active Secret clearance required.
  • Prior military service or senior defense civilian experience with exposure to multi-domain networking, C2 systems, or tactical communications is highly advantageous.
  • Experience supporting security cooperation activities in the Indo-Pacific, European Command, or CENTCOM theaters.
  • Familiarity with MANET technology, tactical mesh networking, or JADC2 interoperability frameworks.
  • Established relationships with foreign military liaison officers and partner nation defense acquisition communities.

Compensation

The compensation for this role can vary from $117,000 to $146,000 a year based on the selected individual's education and experience.
