About the Role
The Director of Human Resources is a key member of the senior leadership team, responsible for the overall administration, coordination, and evaluation of the human resources function. This role will plan, develop, organize, implement, direct, and evaluate the organization's human resource function and performance. The Director will provide strategic leadership and counsel on all HR issues, ensuring alignment with the organization's mission and goals.
Responsibilities
- Plan, develop, organize, implement, direct, and evaluate the organization's human resource function and performance.
- Provide strategic leadership and counsel on all HR issues.
- Oversee the administration of HR programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
- Develop and administer the HR budget.
- Ensure compliance with all applicable federal, state, and local employment laws and regulations.
- Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
- Manage the recruitment and selection process, including sourcing, interviewing, and hiring of qualified job applicants.
- Oversee the performance review process and work with department managers to set goals and provide feedback.
- Foster a positive work environment and promote employee engagement and retention.
- Handle employee relations issues, conduct investigations, and resolve conflicts in a fair and timely manner.
Requirements
- Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field.
- Minimum of seven (7) years of progressively responsible experience in human resources management, with at least three (3) years in a leadership or supervisory role.
- Thorough knowledge of employment-related laws and regulations.
- Demonstrated experience in strategic HR planning and implementation.
- Excellent interpersonal, negotiation, and conflict resolution skills.
- Excellent organizational skills and attention to detail.
- Strong analytical and problem-solving skills.
- Strong supervisory and leadership skills.
- Ability to prioritize tasks and delegate when appropriate.
- Proficiency with or the ability to quickly learn the organization's HRIS and talent management systems.
Qualifications
- Master's degree or Juris Doctor (JD) in a related field is preferred.
- Professional HR certification (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR) is strongly preferred.
- Experience working in local government or a public sector environment is highly desirable.
- Experience with change management and organizational development.
- Bilingual skills are a plus.

Pay
The salary range for this position is competitive and commensurate with experience.
Schedule
This is a full-time, exempt position. Standard business hours are Monday through Friday, with occasional evenings or weekends required for special events or projects.
