About the role

The Director of Human Resources Information Systems (HRIS) and UCPath Organizational Manager reports directly to the Associate Vice Chancellor and Chief Human Resources Officer, with a dotted-line relationship to the Vice Chancellor for Administrative Services. The position provides strategic HR technology leadership and operational oversight for the campus' HCM software.

Responsibilities

  • Strategic Leadership - Management of HRIS Team: Provide strategic oversight of the HRIS Center of Excellence (CoE), ensuring governance, system integrity, and alignment of HR technology with organizational goals and compliance requirements. Lead cross-functional collaboration to optimize HRIS processes, drive continuous improvement, and ensure effective delivery of HR data, reporting, and system capabilities to stakeholders. Oversee HR data stewardship and the development and governance of HR data dashboards to ensure data accuracy, consistency, and actionable workforce insights for leadership decision-making. Act as the primary point of contact and subject matter expert for UCPath (Peoplesoft), providing ongoing support and guidance to internal stakeholders.
  • Roadmap Planning: In partnership with ITS PMO and UCPath Center, develop a long-term strategy for system upgrades and location implementation/input. Liaison Duties: Serve as the primary contact between HR and ITS, APO and BFS to ensure system architecture supports campus-wide needs and leverage UCPath capabilities to drive efficiency, automation, and innovation.
  • Operational Alignment of Shared UCPath Activities - Applies wide-ranging experience and proficiency in organizational development, effectiveness, business process analysis and strategic planning to UCPath-operational alignment projects that involve multiple stakeholders and multiple organizations. Applies advanced professional concepts to recommend and facilitate organizational improvements ensuring alignment with organizational strategy. Provides guidance to management in responding to issues. Functions as a subject matter expert with a strong understanding of the priorities of senior leaders and the organization. Leads the assessment of UCPath-related organizational issues, and develops solutions to enhance organizational performance aligned with the objectives of central campus offices. Provides analysis for moderate to highly complex, issues that require escalated case management, problem-solving, and operational alignment between the UCPath Center, campus departments, and the central campus offices of Academic Personnel, Budget, Business & Financial Services, and Human Resources. Consults with leaders, departments, and user groups to address root causes of organizational effectiveness issues using a systematic approach. Serves as a liaison for UCPath related issues with the UCPath Center as well as other UC locations.
  • Data Governance and Analytics: Develop and implement governance processes and standards to ensure data integrity, security, and compliance within the UCPath environment. Lead the resolution of complex technical issues and system-related challenges, working closely with cross-functional teams to implement effective solutions. Direct the production of mandatory and other requested reports Partner with ITS to build dashboards for campus stakeholders. Establish protocols for data entry to ensure clean records across campus. Work closely with IT and cybersecurity teams to maintain the highest standards of data security and privacy compliance throughout all HRIS initiatives.
  • Process Optimization and Compliance: Provide strategic direction and recommendations for the continuous improvement of HR processes and functionalities within the UCPath system. Redesign manual paper processes into automated digital workflows.

Requirements

Required Qualifications:

  • Bachelor’s degree in HR, Information Systems, Business, or a related field, or equivalent combination of education and experience
  • 7 to 9 years of HRIS experience in a large-scale, multi-entity environment
  • 4 to 6 years of leadership experience with a proven ability to build team buy-in, foster trust, accountability, and professional growth, and drive results through sound decision-making
  • Expert knowledge of PeopleSoft
  • Proficiency in data querying and visualization tools such as Tableau or Power BI
  • A strong understanding of HR processes, payroll, HRIS, data governance, and compliance requirements
  • Advanced knowledge of organizational development and effectiveness, including theories, models, and interventions
  • Advanced knowledge of project management principles, best practices, risk implications, and large-scale initiative leadership
  • Ability to assess campus and business needs related to process improvement, organizational structure, and organizational effectiveness, particularly in the UCPath environment
  • Ability to translate senior leadership vision into actionable work plans aligned with operational priorities, culture change, and process improvement goals
  • Strong communication, collaboration, stakeholder management, and relationship-building skills
  • Ability to explain complex technical concepts to non-technical audiences and communicate effectively with technical and non-technical personnel at all levels
  • Strong facilitation, coaching, consulting, customer service, and consensus-building skills
  • Prominent ability to establish trust, credibility, and productive working relationships with stakeholders, leadership, clients, coworkers, and campus partners
  • Strong analytical, problem-solving, and critical thinking skills
  • Strong written communication skills, including the ability to prepare project documentation, policies, procedures, presentations, and status reports
  • Commitment to fairness, respect, inclusiveness, empathy, integrity, ethical conduct, and diversity and inclusion

Preferred Qualifications:

  • Master's Degree in a related field
  • 1-3 years Previous experience in higher education environment
