Director of HR and Administration

About the role
The Director of HR and Administration, a member of the staff executive team, oversees all aspects of administration and human resources for an organization with 45-50 employees. This includes payroll, compensation, benefits, personnel issues, compliance needs, reception, and office management. The role involves strategic planning and implementation of all human resources programs and initiatives, building and maintaining organizational systems that support mission success and long-term sustainability, and leading efforts to implement a more market-based culture.
Responsibilities
- Design and implement long and short-term plans for the Administration and HR departments and the overall personnel and staffing needs of United Way of Weld County.
- Develop, implement, and continuously improve internal administrative and human resource systems, processes, and policies.
- Provide weekly communication with all staff to ensure transparency, open communication, and DEIA educational resources.
- Actively participate as a member of the staff executive team, focusing on strategy and moving the organization towards its long-term goals.
- Administer and update the salary band system to ensure compliance and pay equity within the organization.
- Oversee and ensure accuracy of payroll, leave accrual, and salary allocation data entry.
- Conduct biennial compensation analyses to determine competitive wage rates and agency-wide equitable pay structure.
- Determine benefits needs and work with outside vendors to negotiate, implement, and administer insurance programs, including medical, life, AD&D, dental, vision, COBRA, and flex spending accounts.
- Act as plan administrator for the 401k.
- Direct new employee on-boarding, orientation, Wayfinder program, termination meetings, stay and exit interviews.
- Oversee the performance evaluation process to ensure effectiveness and equity within the organization.
- Advise supervisors with employee performance protocols and documentation as needed.
- Develop and interpret analytical benchmarks for hiring and retention planning.
- Coordinate and/or provide training for interviewing, hiring, terminations, personnel management, performance evaluations, DEIA, and sexual harassment.
- Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
- Update and maintain the employee handbook to uphold fair and equitable policies and ensure legal compliance.
- Respond to employee inquiries regarding employee handbook procedures.
- With assistance from reception, oversee day-to-day office operations, vendor relationships, and procurement.
- Manage administrative workflows.
- Assist Chief Operating Officer with IT needs and facilities management and maintenance as needed.
- Recruit, interview, hire, and train new staff in the HR department.
- Direct the daily workflow of the department.
- Support and promote the mission, values, goals, and objectives of United Way, including representing United Way in professional organizations and the community.
- Support fundraising efforts and activities that benefit United Way.
- Support United Way annual events, disaster response, and other activities as assigned.
- Participate in staff meetings and service opportunities.
- Contribute to organizational promotions including writing promotional copy, proofreading informational and campaign materials, and participation in outreach.
- Perform other duties as assigned.

Qualifications
- Bachelor’s degree and five years of experience in HR and Administrative roles.
- PHR, SHRM-CP, or Master’s degree preferred.
- Bilingual (Spanish-speaking) preferred.
- High computer literacy required: demonstrated ability with MS Office including Excel, Outlook, and Teams.
- Knowledge of Human Resource and Payroll systems.
Pay
Salary Range: $74,993 - $84,867. Plus $1,500 annual Spanish-speaking differential, if applicable.
Schedule
Full-time, salaried, exempt. Eligible for limited remote work after 90 days with supervisor approval.
