Director of Health Insurance Regulation
The Department of Financial Regulation (DFR) seeks an experienced individual to oversee health insurance regulatory issues. This role involves working with other state agencies and stakeholders to transform Vermont’s health insurance and health care systems.
About the role
This position is integral to overseeing federal and state regulations related to ACA qualified health plans, TPAs, and PBMs. It includes supervising staff, reviewing external appeals, interacting with other regulators, developing bulletins, industry guidance, and DFR policy. Legislative testimony and possible travel are also part of the duties.
Responsibilities
- Navigate complex federal and state regulations governing health insurance and related issues
- Monitor, research, and educate in an evolving landscape
- Supervise staff
- Review external appeals
- Interact with other regulators
- Develop bulletins, industry guidance, and DFR policy
- Prepare legislative testimony
- Travel as needed
Requirements
- Minimum qualifications: J.D. AND two (2) years more in the health insurance industry or health insurance regulation. OR Master's degree in business administration, public administration, policy, or law AND two (2) years more in the health insurance industry or health insurance regulation. OR Bachelor's degree AND four (4) years or more in the health insurance industry or health insurance regulation. OR Six (6) or more in the health insurance industry or health insurance regulation or compliance.
Preferred Qualifications
- Juris Doctor
- Master of Public Administration
- Experience as an insurance regulator or insurance compliance officer
