Director of Financial Planning and Budget Operations (Financial Admin Leader)

Indiana University Bloomington’s College of Arts and Sciences is the university’s largest academic unit, comprising over 40 departments, 50+ centers, programs, and institutes, as well as the Eskenazi School of Art, Architecture and Design, the Hamilton Lugar School of Global and International Studies, and The Media School. Faculty in the College teach over 50 percent of the Bloomington campus credit hours and occupy approximately 1.3 million square feet across more than 90 buildings.

Responsibilities

  • Serve as a central leader in the College's financial operations, providing strategic leadership for budget planning, financial reporting, financial analysis, and fiscal stewardship in support of the College's academic and administrative priorities.
  • Lead the College's budget development and oversight processes, develop financial reporting and analysis to inform executive decision-making, and provide strategic financial guidance to departments, ARSD units, and senior leadership.
  • Act as the lead fiscal officer for the Arts and Sciences Dean's Office (ARSD), providing leadership, oversight, and direction for the financial operations of all ARSD units, ensuring sound fiscal stewardship, compliance with university policies, effective internal controls, and responsible management of financial resources.
  • Promote consistent financial practices across the College by fostering collaboration among the fiscal officer community through communication, training, shared resources, and standardized tools that support effective financial management and informed decision-making.
  • Lead and continuously improve the College's budgeting system and annual budget process, including budget development, implementation, forecasting, and budget-to-actual analysis.
  • Coordinate the annual budget process across departments and ARSD units, develop budget models and planning tools, monitor financial performance throughout the fiscal year, and recommend budget adjustments to support strategic priorities and ensure fiscal stewardship.
  • Develop, standardize, and deliver financial reports, dashboards, key performance indicators (KPIs), and other financial information to support decision-making by College and university leadership. Prepare recurring and ad hoc reports, presentations, and analyses that communicate the College's financial position, trends, and resource utilization.
  • Provide oversight and direction for the financial operations of all ARSD units. Ensure funds are budgeted appropriately, expended in accordance with university policies and the intended purpose of each account, and reconciled accurately on a timely basis.
  • Maintain or delegate signature authority for financial transactions while ensuring appropriate internal controls and fiscal practices are in place. Review departmental financial processes, recommend improvements, communicate institutional policy changes, and provide ongoing fiscal guidance to unit personnel.
  • Monitor compliance, identify financial risks or irregularities, and notify senior College leadership of issues requiring corrective action while working with units to implement appropriate resolutions.
  • Direct the daily and long-term financial and/or administrative operations of multiple institution organizational units or a multi-faceted academic research and teaching unit within a school or college.
  • Ensure the accuracy, timeliness, and general integrity of financial administration.
  • Control all expenditures and statement of accounts to ensure regulatory compliance and fiscal integrity.
  • Manage complex revenues including internal and external sources.
  • Direct the management of general appropriation, endowment, federal and non-federal grants and contracts, and gift funds.
  • Prepare operating and project budget drafts. Create annual revenue and expenditure budgets for the school or support unit.
  • Monitor functional area budgets and report any significant deviations from approved budgets. Develop budgetary policies and procedures.
  • Supervise business support personnel.
  • Develop, plan, and direct special projects, which may include space renovations, space allocations, staffing, equipment purchases, long-range plans, leasing of off-campus space, and services.

Requirements

  • Bachelor's degree in finance, business, or related field.
  • 4 years of related functional experience.
  • 1 year of management experience.

Preferred Qualifications

  • Master's degree.
  • 5 years of professional, financial experience in budget forecasting, financial analysis, and accounting.

  • Ability to understand and interpret financial policies, regulations, and pertinent state/federal laws.
  • Advanced knowledge of financial statements and different budgetary models; ability to apply in different situations.
  • Ability to create workable solutions from broad concepts and ideas, projections, forecasting, and long-term planning.
  • Demonstrated strength in organizational, analytical, and problem-solving skills, with a strong technical understanding of business operations and processes.

  • In-depth knowledge of IU fiscal/administrative policies and processes, Bloomington campus and College operating practices, norms, and administrative systems (KFS, IUIE, IUF FEM, BUY.IU, and Emburse).

Pay

$95,000 - $105,000 annualized wage, paid monthly.
