About the role

The WorkingBuildings Director of Facilities of the New York City Public Health Lab (NYCPHL) oversees all aspects of building functions and guarantees the safety and functionality of all NYCPHL assets. The Director reports to the Director of Facilities Operations at WorkingBuildings. On-site coverage is required 24 hours per day, 7 days a week, including holidays. The Director must manage and brief the Client Representative or designated acting site Supervisor for all shifts to ensure continuity of operations and clear reporting lines. This position answers to WorkingBuildings/Trinity Management, not to representatives of the City of New York or the New York City Department of Health and Mental Hygiene.

Responsibilities

  • Review and maintain total understanding of the Terms and Agreements Scope of Services, contractual relationship, and obligations to the NYCPHL per the current RFP stipulations.
  • Ensure all requirements of the Job Scope of Services are completed with proper documentation and reporting; immediately report any unaddressed requirements through the established chain of command.
  • Ensure all building facilities adhere to proper safety standards, environmental compliance, and regulatory provisions specific to BSL-3 laboratory operations.
  • Organize and plan building maintenance priorities and generate long-term capital expenditure plans.
  • Supervise facilities staff and communicate with external contractors and vendors.
  • Monitor, report on, and develop staff performance.
  • Maintain building and facility compliance with all applicable safety, environmental codes, and statutes, including maintenance, testing, and permitting protocols.
  • Provide the Client with a capital expenditure look-ahead for at least five years to enable fiscal planning.
  • Delegate operations and maintenance responsibilities to team members.
  • Assure annual performance reviews and feedback for all employees.
  • Perform routine maintenance inspections and provide timely feedback to staff and Agency Operating Engineers.
  • Monitor interior and exterior areas of the building for cleanliness and operational readiness.
  • Prepare and implement operations and maintenance budgets, ensuring performance within the set plan.
  • Comply with all health and safety policies and procedures, including required documentation.
  • Support maintenance and capital project work as needed.
  • Maintain good working relationships and transparent communications with the NYCPHL Site Director representing the City of New York’s Department of Health and Mental Hygiene.

Requirements

  • Bachelor’s Degree in Facilities Management, Certified Facility Manager (CFM) credential, or equivalent.
  • Experience in planning, creating, and maintaining facility budgets.
  • Excellent verbal and written communication skills, including the generation of computerized technical reports as required by contract.
  • Proficiency in CxAlloy Software and IWMS (Archibus), with the ability to mentor subordinates in their usage.
  • Professional leadership experience.
  • Contract negotiating and management experience.
  • Strong attention to detail.

Skills

  • Advanced mechanical, electrical, instrumentation, and plumbing skills.
  • Knowledge of building systems and related Building Management System (BMS) functionality.
  • Working knowledge of laboratory functions specific to NYCPHL and regulatory requirements unique to the facility’s mission.
  • Excellent time management and multitasking skills.
  • Proven ability to maintain operations and budget activities within set budgets.
  • Basic understanding of accounting and finance principles to provide timely input on budget activities.
  • Well-defined leadership and problem-solving skills.

Physical Requirements

  • Regularly required to sit, use hands, and communicate verbally.
  • Occasionally required to stand, walk, and reach with hands and arms.
  • Must be able to lift 50 lbs.
  • Ability to bend, twist, and stoop.
  • Ability to climb ladders, work in hot or cold environments, work in confined spaces, and wear full-face, half-face, and positive pressure respirators.
