Director of Creative Arts & Recreation Therapy (Clinical Rehabilitation Manager 2 SR33)-Oregon State Hospital

About the role

The Oregon State Hospital (OSH), a division of the Oregon Health Authority, seeks a Director of Creative Arts and Recreation Therapy (C.A.R.T.). This position oversees approximately 29 full-time employees, including licensed and certified Art Therapists, Music Therapists, and Certified Therapeutic Recreation Specialists.

Responsibilities

• Collaborate with staff to establish and maintain C.A.R.T. services that are congruent with the OSH mission and vision, policies, department guidelines, regulatory standards, and clinical standards of practice.
• Develop monitoring systems to ensure accountability with ART credentialing board and national certification boards for music therapy and recreation therapy to ensure high quality services.
• Collaborate with clinical program managers to provide clinical leadership, supervision, program development, and problem-solving in group meetings, individually, and as requested.
• Provide clinical supervision, continuing education, and program development support to licensed and certified Art Therapists, Music Therapists, and Certified Therapeutic Recreation Specialists.
• Supervise clinical practice of C.A.R.T. licensees and/or licensees to promote continued knowledge of legislative, political, social, cultural, societal, and reimbursement issues affecting clients and the practice of C.A.R.T.
• Participate in Treatment Services leadership team to plan, implement, and evaluate C.A.R.T. programs, policies, and standards.
• Disseminate appropriate leadership team information to subordinate staff.
• Recruit qualified candidates when filling vacant positions and participate in the selection process of individuals seeking employment and promotion.
• Provide regular feedback with objective assessment of performance in accordance with the position description, Treatment Services, and clinical profession standards.
• Review employee grievances in accordance with OSH procedure.
• Review professional development plans with staff and identify learning and training needs.
• Support attendance at OSH and outside training opportunities that support these needs.
• Ensure that all staff assigned to be supervised have received orientation and are able to demonstrate basic skills, knowledge, and competencies related to their assigned positions.
• Engage in clinical treatment as needed during practice and evaluation of staff performance.

Requirements

• Six years of experience in supervision, staff-technical, or professional-level work related to rehabilitation therapies or related field.
• Two years of this experience must have included supervision and management of a program, section, or unit which included: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation.
• One of the following master’s degrees in Art Therapy AND certification with the Art Therapy Certification Board (ATR-BC) AND Oregon Art Therapy license OR Master’s degree in Music Therapy AND Certification with the Certification Board for Music Therapists (MT-BC) AND current Oregon Music Therapy license OR Master’s degree in Therapeutic Recreation AND certification with National Council for Therapeutic Recreation Certification (CTRS) AND Qualified Mental Health Practitioner (QMHP).
• Valid Oregon Driver’s License.

• Experience and ability to direct and manage services for persons at OSH.
• Experience and ability in managing a budget.
• Experience and ability working in a large organizational structure managing system demands related to CMS and TJC approved and funded service delivery.
• Culturally responsive and strong clinical leadership skills.
• Experience and ability to pivot direction and manage crisis situations as they arise.
• Knowledge and understanding about CMS and Joint Commission standards as they relate to creative arts and recreation therapy.
• Able to adapt work hours or work additional shifts when necessary to complete work tasks to ensure the safe and efficient operation of the facility.

SkillsKnowledge of standards and regulations related to active treatment that include the Joint Commission standards, Medicare and Medicaid Services regulations, and Oregon Administrative Regulations as applicable.
