Director of County Jail Partnerships and Rule Implementation (State Prog Admin Manager)
About the Role
The Director of County Jail Partnerships and Rule Implementation directs the State's relationship with Minnesota counties and sheriffs on the operation and regulation of local correctional facilities (jails), and leads the Department's implementation of Minnesota Rules, Chapter 2911. This position exists to convert a newly adopted regulatory framework into workable, sustainable practice across more than 75 county and regional jails — building the systems, training, technical assistance, and partnership structures that allow local facilities to reach and maintain compliance without enforcement as the first resort. It serves as the Department's principal point of accountability for ensuring that rule implementation is collaborative, consistent, and credible to both the regulated community and the public. The position works as a co-lead partner to the Director of Inspections & Enforcement — pairing the Department's regulatory authority with a dedicated partnership-and-implementation function.
