Position Overview

The Director of Counseling and Supportive Services provides strategic and operational leadership for outpatient behavioral health and supportive service programs. This position oversees multiple clinical and community-based programs, ensuring the delivery of high-quality, person-centered, trauma-informed services that meet regulatory, contractual, accreditation, and organizational standards. The Director collaborates with internal leadership, community partners, funders, and system stakeholders to promote service excellence, expand access to care, and support organizational growth.

Essential Functions

  • Provides administrative and clinical leadership for the Family Counseling Centers, Youth Services, Therapeutic Assessment Program (TAP), Diagnostic Services, and other assigned outpatient behavioral health programs to ensure the delivery of high-quality, person-centered care.
  • Supervises program directors and managers by providing coaching, performance management, professional development, and operational guidance to promote effective leadership and program success.
  • Ensures assigned programs comply with all federal, state, Medicaid, accreditation, licensing, contractual, and organizational requirements while maintaining quality standards and implementing continuous quality improvement initiatives.
  • Collaborates with department leadership to develop, implement, and evaluate clinical services, operational workflows, and strategic initiatives that improve access, quality, and outcomes for individuals served.
  • Maintains program performance through the review of service utilization, productivity, quality indicators, outcome measures, budgets, and financial reports, and implements corrective action plans as needed.
  • Develops and maintains collaborative relationships with schools, healthcare providers, hospitals, community organizations, referral sources, and other stakeholders to strengthen partnerships and expand access to behavioral health services.
  • Supports recruitment, hiring, onboarding, and retention of qualified staff while fostering a positive, collaborative, trauma-informed, and recovery-oriented work environment.
  • Participates in program development, grant implementation, new service expansion, and strategic planning activities to support organizational growth and the evolving behavioral health needs of the communities served.
  • Performs other duties as assigned by Network Director or designee.

Skills And Abilities

  • Strong leadership, organizational, and strategic planning skills.
  • Knowledge of behavioral health systems, outpatient services, supportive services, and community-based care.
  • Knowledge of Medicaid, commercial insurance, behavioral health regulations, licensing standards, and accreditation requirements.
  • Ability to manage multiple programs and competing priorities simultaneously.
  • Effective budget management and financial oversight skills.
  • Excellent verbal, written, and interpersonal communication skills.
  • Ability to analyze data and utilize performance metrics to support decision making.
  • Ability to establish collaborative relationships with community partners and external stakeholders.
  • Demonstrates effective conflict resolution, coaching, and employee development skills.
  • Demonstrates proficiency with Microsoft Office applications and electronic health record systems.
  • Demonstrates the ability to maintain confidentiality and exercise sound professional judgment.
  • Demonstrates commitment to person-centered, trauma-informed, culturally responsive, and recovery-oriented services.

Physical Demands

  • Remains in a stationary position, including sitting or standing, for prolonged periods.
  • Operates a computer, telephone, and other standard office equipment.
  • Frequently communicates with employees, community partners, and individuals served in person, by telephone, and through virtual platforms.
  • Travels between Trinity Services locations and community sites as needed.
  • Operates a motor vehicle while conducting agency business.
  • Occasionally lifts and carries materials weighing up to 25 pounds.
  • Occasionally reaches, bends, stoops, kneels, and climbs while performing job duties.
  • Performs repetitive hand and wrist movements associated with computer use.
  • Responds to emergency situations that may require extended work hours or travel.

Qualifications

  • Master's degree in Counseling, Social Work, Psychology, Marriage and Family Therapy, or a related behavioral health field required.
  • Illinois clinical licensure (LCPC, LCSW, LMFT, or Licensed Clinical Psychologist) required.
  • Behavioral health leadership experience required.
  • Experience supervising managers and multidisciplinary teams preferred.
  • Experience with grant-funded programs, quality improvement, regulatory compliance, and accreditation processes preferred.
  • Valid Illinois driver's license, reliable transportation, and proof of automobile insurance required.
