Director of Construction-Waco District HQ

About the role

The Director of Construction is responsible for overseeing all construction contracts for highways, bridges, and related structures within the Waco District. This includes serving as a consultant to other district staff, liaising with the Federal Highway Administration (FHWA), and ensuring compliance with federal requirements.

Responsibilities

• Acts as consultant to other staff engineers regarding construction operations.
• Serves as liaison with the FHWA and is responsible for interim and final project reviews of FHWA-funded projects.
• Ensures compliance with the National Pollution Discharge Elimination System.
• Responsible for resolution of contractor claims and construction disputes on current projects.
• Makes sure material testing requirements are met and oversees district laboratory operations.
• Oversees construction contracts, issuance of work orders, construction schedules, and job progress on construction projects.
• Coordinates with Area Engineers and reviews area office contract submissions.
• Represents the district at various meetings and/or serves on various committees, workgroups, and teams.
• Reviews construction Plans, Specifications and Estimates, change orders, supplemental agreements, memorandum agreements, and extra work orders.
• Reviews monthly and final estimates prior to submittal.

Requirements

Education: Bachelor's Degree in engineering or related science. Experience: 7 years of experience in transportation engineering in the construction of highways, bridges, or structures. Supervisory/Managerial experience: 3 years.

Qualifications

• Licensed Professional Engineer.
• Valid driver’s license.

Extensive knowledge of Construction engineering policies and procedures, pavement concepts, methods, policies and requirements, design and plan preparation methods and requirements, applicable testing methods, processes and procedures, applicable laws, rules, and regulations, expert skill in Supervising technical staff, public relations for maintaining effective working relationships with individuals and groups, both internal and external, applying engineering principles, practices, and methods in job responsibilities, proficient skill in Planning, assigning, directing, coordinating and reviewing the work of professional, administrative and technical employees, maintaining a safe and effective working relationship with others.
