Director of Business Continuity & Disaster Recovery

As a Director of Business Continuity and Disaster Recovery, duties will be performed in a developmental capacity at the GS-11, 12, or 13 levels.

Responsibilities

• Serve as a Plans professional leveraging operational planning team best practices, in accordance with formal planning doctrine (e.g., Joint Publication 5-0, Joint Planning) in VUCA (“volatile”, “uncertain”, “complex”, and “ambiguous”) environments.
• Serve as subject matter expert in continuity programs, contingency/crisis response planning and policy development, and National Security/Emergency Preparedness (NS/EP).
• Perform a wide range of operational planning duties, including operational analysis, concept development, inter-organizational coordination, and evaluation and refinement of current emergency preparedness contingency plans.
• Prepare and deliver compelling information and decision briefings for the organization, developed from written analysis, requirements documentation, operational plans, and oral presentations.

Requirements

• Must be a U.S. citizen.
• Required to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI) and Special Access Programs (SAPs); including submitting to background checks as a condition of employment and/or continued access.
• Appointment is subject to the completion of a favorable suitability or fitness determination; unfavorably adjudicated background checks will be grounds for removal.
• Males born after 12-31-59 must be registered or exempt from Selective Service.
• Selectees are required to have a REAL ID or other acceptable identification documents to access certain federal facilities.
• This is a Mission Essential (ME) position. The incumbent may be required to report to work in the event of a natural disaster, inclement weather, or crisis.

Qualifications

To qualify for a Contingency Planning Officer, your resume and supporting documentation must support one year of specialized experience at the specified grade level:

• GS-11: Experience equivalent to the GS-09 level, including:
  • Assisting in the development or maintenance of Continuity of Operations (COOP) or emergency preparedness plans, including basic operational analysis and coordination with internal stakeholders.
  • Supporting inter-agency planning efforts by gathering data, preparing draft checklists or procedures, and participating in working groups as a junior technical advisor.
  • Maintaining facility or operational readiness data, preparing routine reports, and supporting senior planners in exercises, after-action reviews, or contingency planning projects.
• GS-12: Experience equivalent to the GS-11 level, including:
  • Independently developing sections of COOP, NS/EP, or contingency plans, performing operational analysis, and conducting inter-agency coordination for assigned planning tasks.
  • Managing small projects or portions of major preparedness initiatives, preparing decision briefs, and advising leadership on operational requirements within defined policy constraints.
  • Conducting readiness assessments of facilities or systems, interpreting operational data, and recommending improvements to maintain continuity and emergency operations capabilities.
• GS-13: Experience equivalent to the GS-12 level, including:
  • Serving as a technical expert in federal continuity programs, developing or revising COOP/NS/EP policies, leading complex contingency planning efforts, and synchronizing inter-agency operational plans.
  • Leading major operational support programs or multi-agency projects, coordinating with senior officials, and delivering planning products such as OPLAN revisions, operational impact assessments, or readiness posture analyses.
  • Designing and implementing command-and-control reporting processes, publishing operational guidance, defining system requirements, and managing deployment or exercise planning at an enterprise level.
• GS-14: Experience equivalent to the GS-13 level, including:
  • Leading enterprise-wide continuity, NS/EP, or contingency planning programs; creating strategic policy guidance; and providing authoritative expertise on emergency operations to senior leadership and inter-agency bodies.
  • Directing complex, multi-year planning initiatives involving major policy changes, unprecedented operational challenges, and high-level inter-agency coordination, including developing strategic courses of action and risk assessments for senior decision-makers.
  • Establishing requirements for new technologies or automated readiness reporting processes, overseeing development and fielding across multiple organizations, and making enterprise-level recommendations to optimize operational capabilities and resource usage.

Education

Education may be substituted for experience at the GS-11 level only. To qualify based on education in lieu of specialized experience, you must possess:

• Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related.

Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the GS-11 level. Only graduate education in excess of the amount required for the next lower grade level may be used.

If using education to qualify, you must submit a transcript. Foreign education must be evaluated by a private organization specializing in interpretation of foreign education programs and deemed equivalent to a U.S. education program.

Additional Information

• This is an Emergency Essential (EE) position designated as Non-Combat Essential (NCE). The incumbent may be required to deploy within the continental United States (CONUS) via temporary reassignment or stay in place to support contingency operations during a crisis.
• The incumbent may be required to participate in readiness exercises.
• Military Reservists selected for this position must arrange for a military deployment waiver from their Reserve Unit.
• An NCE employee could be deployed to support emergency operations, humanitarian missions, or disaster relief in the continental United States via Temporary Duty (TDY) orders, which may entitle the employee to additional monetary compensation.
