Director Land Planning & Entitlement

Primary Job Responsibilities

  • Lead the entitlement strategy and planning execution for multiple large-scale land development projects.
  • Ensure timely approvals of rezonings, site plans, construction drawings, plats, permits, and improvement plans across diverse jurisdictions.
  • Oversee due diligence, feasibility analysis, value engineering, and entitlement budgeting for all active and prospective projects.
  • Align entitlement efforts with financial and operational goals.
  • Direct cross-functional collaboration with Land Acquisition, Development, Legal, and Operations teams.
  • Ensure seamless project transitions and alignment with master plan objectives.
  • Serve as the primary liaison with municipalities, regulatory agencies, and community stakeholders.
  • Advocate for project approvals and resolve entitlement challenges.
  • Negotiate Purchase Agreements and joint development agreements, ensuring entitlement-related terms are clearly defined and executed.
  • Manage and mentor a team of planning and entitlement professionals.
  • Foster a culture of accountability, innovation, and professional growth.
  • Oversee compliance with all permitting and regulatory documentation, including SWPPP, NOI, NOT, and other jurisdictional requirements.
  • Lead HOA strategy and governance activities for assigned communities.
  • Maintain alignment with long-term operational and community goals.
  • Monitor regional planning trends, zoning changes, and policy developments.
  • Perform other duties as assigned.

  • Focus is on short- to mid-term operational plans (e.g., 1- 2 years).
  • Develops new products, processes, standards or operational plans in support of the area.
  • May have budget accountability for area or manage elements of the budget.
  • Leadership & Talent Management: Manages a large team typically comprised of managers and/or supervisors and experienced professionals.
  • Typically has hiring, firing, promotion and reward authority within own area, in accordance with manager review and approval.

Required Skills

  • Excellent communication and negotiation skills.
  • Multi-tasking a plus.

Required Licensing, Registration And/or Certifications

  • Valid Driver’s License because driving is an essential function of this position.
  • Professional Engineer license preferred.
