About the role

This position plans, directs, and oversees operations and staff involved in voter registration and elections processes, ensuring compliance with local, state, and federal election and voter registration laws, rules, and regulations.

Responsibilities

  • Manages, directs, and evaluates assigned staff; develops and oversees employee work schedules; compiles and reviews timesheets; approves/processes employee concerns and problems; counsels or disciplines as appropriate; completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
  • Organizes, prioritizes, and assigns work; schedules work activities to meet objectives; ensures subordinates have proper resources; monitors work in progress and inspects completed work; assists with complex/problem situations; provides progress and activity reports; and revises procedure manuals.
  • Develops and implements long- and short-term plans, goals, and objectives for the department; evaluates effectiveness and efficiency of department activities; revises policies, procedures, plans, and programs; and researches and develops strategies to meet current and future election and voter registration needs.
  • Directs planning, operation, and administration of electoral processes; oversees accuracy of voter registration and absentee balloting; develops timelines to accommodate state and federal laws; and assesses special circumstances such as high visibility contests, voter turnout, and controversial issues.
  • Develops, defends, and administers departmental budget; determines budget allocations; approves or denies expenditures; monitors expenditures; and makes adjustments as necessary.
  • Oversees all department functions; directs voter registration programs, voter education, and outreach; ensures accessible locations for elections and voter registration; administers elections; recruits and trains poll workers; oversees storage, maintenance, and testing of election equipment; ensures accurate reporting of district lines; and monitors and redraws precinct boundaries as needed.
  • Interprets, applies, and ensures compliance with applicable codes, laws, rules, and regulations; corrects deviations or violations; maintains current knowledge of laws and pending legislation; and stays aware of new trends and advances in the profession.
  • Conducts elections; supervises personnel to ensure compliance with state and federal laws; determines early voting locations and schedules; organizes equipment and staff deployment; reviews training packets; monitors early voting traffic; approves ballot layouts; and implements procedural changes to resolve issues.
  • Directs voter registration activities; reviews and approves staffing levels during peak periods; monitors work activities to ensure timely processing of applications; and conducts voter education seminars.
  • Conducts qualifying for office; notifies candidates of required filings under the Georgia Campaign Finance Act; assesses and collects late fees/fines; and maintains campaign filings for public inspection.
  • Ensures inventory of voting equipment is adequate, secure, and functional; tracks maintenance and deployment using an asset management system; enforces security procedures; and develops maintenance processes.
  • Maintains comprehensive knowledge of election and voter registration laws; attends workshops, training sessions, and meetings; networks with colleagues; and maintains required certifications.
  • Processes documentation associated with department operations; prepares reports, correspondence, and forms; compiles data; and maintains records.
  • Operates a personal computer and general office equipment to complete essential functions.
  • Communicates with County officials, staff, the public, outside agencies, and the media to coordinate activities, exchange information, and resolve problems.
  • Performs other related duties as assigned.

Requirements

  • Bachelor’s Degree in Public Administration or related field.
  • Five (5) years of related experience managing elections, including lead or supervisory experience, or equivalent combination of education and experience.
  • Valid Georgia driver’s license.
  • National certification as a Certified Election and Registration Administrator.

Physical Demands

Sedentary work requiring exerting up to 20 pounds of force occasionally. Requires mental acuity for decision-making, verbal expression, and close visual acuity.
