About the role

This position focuses on the pre-award phase of the contract lifecycle and involves leading the development and implementation of defined pre-award contracts functions on behalf of the contracts department. Key responsibilities include strengthening the library of pre-award templates and associated guidance, identifying and implementing key trigger points for broader contracts department involvement, and enhancing pre-award best practices.

Responsibilities

  • Strengthen the library of pre-award templates and associated guidance (business volume templates, teaming agreements, MOUs, NDAs, compliance matrices).
  • Identify recurrent items and issues of a contractual nature in the bidding and negotiation process and develop processes and best practices for representing organizational needs in those processes.
  • Identify and implement key trigger points for the involvement of the broader contracts department in business development process.
  • Strengthening pre-award best practices such as use of compliance matrices and memoranda of negotiation.

Requirements

Requires comprehensive knowledge of USG acquisition and assistance regulations and guidelines, including OMB circulars, USAID ADS, Code of Federal Regulations, FAR, and Agency supplements such as AIDAR and HHSAR. Must have experience in negotiating, administering, and managing contracts with USG agencies, foundations, and multilateral development organizations.

Qualifications

  • Bachelor's degree or International Equivalent in Business Administration or related field.
  • Master’s degree and 10+ years relevant experience or equivalent combination of education and experience, including 6 years of management experience.
  • Significant experience (7 years minimum) reviewing, negotiating and managing contracts with specific emphasis on contracting with USG agencies, foundations, and multilateral development organizations.
  • Expertise in USG, commercial, and private acquisition and assistance processes.
  • Previous management responsibility for multiple direct reports.

Skills

  • Comprehensive knowledge of USG acquisition and assistance regulations and guidelines.
  • Strong technical knowledge of the elements and components of contract negotiation, management and administration.
  • Ability to work independently on several projects with minimal supervision.
  • Ability to identify, analyze, and resolve complex issues.
  • Superior written and oral communication skills.
  • Seasoned negotiation and technical review skills regarding contract terms and conditions.
