About the role

AHRC NYC is seeking a Contract Services Director for their Manhattan Employment Business Services (EBS) division. This senior management position will support the Associate Director on key aspects of financial management, including the annual budgeting process, contract budget management, and financial analysis. The Director will oversee budgeting, forecasting, and strategic finance projects to achieve budgetary goals, with a deep understanding of NYSID, Ability One, and Private contracts to enable data-driven recommendations.

The role involves overseeing all aspects of contract procurement—from reviewing RFPs to proposal creation, costing, modifications, and renewals—and collaborating on business development strategies to bring new contracts to EBS/HRS. The Director will manage a team of professional cost analysts, ensure compliance with reporting requirements, and work closely with the corporate Finance Department on audits and system implementations.

Responsibilities

  • Establish and maintain positive professional relationships with staff, executives, and external partners.
  • Oversee City, State, Federal, and Private contract portfolio, including comprehensive pricing and compliance with all reporting requirements, rules, and regulations.
  • Stay abreast of all City, State, and Federal requirements; lead adjustments to EBS’s processes and policies to ensure continual compliance.
  • Review and assess contract opportunities identified by NYSID and the Associate Director to form concise but detailed cost/benefit analyses.
  • Oversee the Cost Analysis team to create and maintain systems and processes for pricing, managing, and reporting for all City, State, and Private HRS contracts; ensure quality, support team growth, and foster a positive team culture.
  • Support preparation for audit site visits.
  • Conduct actual-to-budgeted variance analysis and identify areas for cost efficiencies and budget control on a monthly basis.
  • Assist with development and delivery of applicable financial and management reports in support of the agency’s overall financial reporting requirements.
  • Collaborate with Directors and managers for timely and accurate P&L Variance analysis submission.
  • Maintain strong working relationships with Regional Managers and analyze contracts by region to provide guidance on contract budget and ratio compliance.
  • Assist with creating the Fiscal Year Budget and prepare budget modifications.
  • Define key financial metrics to review regularly with the Cost Analysis Team and Senior Leadership.
  • Conduct research required for strategic team initiatives, special projects, and other special requests for financial information.
  • Develop a tracking and follow-up process to support the growth and expansion of the Affirmative Enterprise Business, including centralizing contract procurement processes and establishing a library of RFP materials, proposals, and compliance documents.
  • Work with the main office to create a unified contract process.
  • Develop benchmarks for business growth, including understanding market prices and industry pricing (e.g., BOMA, ISSA).
  • Support the Director of Administrative Services in all functions, including fulfilling specific assignments as needed.
  • Perform other related duties as assigned.

Requirements

  • Bachelor’s degree in Business, Accounting, Finance, or related field required.
  • Minimum 5 years of financial management experience, preferably with a large, complex nonprofit agency.
  • 7 years’ experience in cost accounting, budgeting and forecasting, and/or cost analysis.
  • Expert computer skills, including Microsoft Office Suite (with strong Excel proficiency) and electronic claims transmission systems.
  • Ability to conduct comprehensive research and analyses of technical and cost data.
  • Strong communication skills and excellent attention to detail.
  • Proven ability to work productively and collaboratively with multiple stakeholders (e.g., department managers, operations staff).
  • Flexibility to operate in a rapidly-changing work environment, with adaptability and sensitivity to organizational culture.

Pay

$100,000 per year.

Schedule

Monday–Friday, 9:00 AM–5:00 PM.

Location: 83 Maiden Lane, Manhattan.
