About the role

The Director, Capital/Facilities Contracting and Procurement provides strategic leadership, oversight, and administration of the University of the District of Columbia's architectural, engineering, and professional services contracting and procurement programs for capital construction and facilities.

Responsibilities

  • Provides strategic leadership for the University's facilities procurement, construction contracting, and professional services related to capital and facilities procurement functions.
  • Evaluates industry trends, market conditions, and emerging technologies to support informed decision-making and continuous improvement.
  • Directs the procurement of facilities maintenance services, construction projects, architectural and engineering services, utilities, equipment, furnishings, custodial services, grounds maintenance, security systems, building systems, and other operational support requirements.
  • Leads negotiations for construction, facilities maintenance, service, and professional consulting contracts to achieve favorable pricing, service levels, and contractual protections.
  • Oversees contract administration from award through project completion and closeout, including change order management and performance monitoring.
  • Establishes performance standards and accountability measures for contractors, consultants, suppliers, and service providers supporting facilities and construction operations.
  • Maintains contract compliance, service delivery, project performance, and adherence to regulatory requirements.
  • Identifies deficiencies and recommends corrective actions to mitigate risk, improve contractor performance, protect university assets, and ensure responsible management of public funds.
  • Buils strong collaborative relationships with university leadership, faculty, staff, students, government agencies, suppliers, and community partners to ensure facilities and procurement objectives are achieved.
  • Leads procurement and facilities personnel through training, mentoring, succession planning, and performance management initiatives.
  • Promotes a customer-focused service culture, oversees records management and reporting functions, and leads special projects and continuous improvement efforts that enhance organizational effectiveness.

Requirements

  • Bachelor’s degree in a related field.
  • At least 8 years of contracting and negotiation experience.
  • At least 5 years of experience in complex procurements.

$138.093.66 - $141.854.08
