About the role

We are seeking a strategic, hands-on leader to serve as Director, Business Transformation. This role will lead complex, enterprise-wide transformation initiatives that improve how ICF works, strengthen operating discipline, and deliver measurable business outcomes.

Responsibilities

  • Define project KPIs/OKRs and benefits realization plans; ensure targets are baselined, tracked, and met across the portfolio.
  • Establish decision rights and governance with executive sponsors, including stage gates and sponsor and steering committee cadence.
  • Establish practical delivery standards, methods, and tools, including hybrid delivery approaches, human-centered design, process improvement, user acceptance testing, and structured pause-and-reflect practices; curate playbooks and templates that improve consistency across the portfolio.
  • Run project performance reviews, health checks, and risk/issue management; drive cross-program dependency and alignment.
  • Own budget management for projects in the portfolio; track actuals vs. plan, forecast run-rate, and ensure ROI.
  • Define sustainability plans for each transformation project, including ownership, operating model updates, process controls, training, and knowledge transfer.
  • Ensure transitions from transformation project to business-as-usual are governed with clear SLAs, metrics, and handoffs; prevent benefit erosion.
  • Partner with the BTO’s Change Management team and leaders in business operations and back-office functional teams to embed changes into policies, roles, incentives, and systems.
  • Support the development of the rolling multi-year transformation roadmap; align initiatives to enterprise strategy, capacity, and funding constraints.
  • Provide task guidance, training, coaching, and career development support to junior staff.
  • Support resource forecasting, workforce planning, and vendor/partner augmentation to meet portfolio demand.
  • Foster a culture of accountability, psychological safety, and continuous improvement.

Qualifications

  • 12+ years of progressive experience in business transformation, strategy execution, or enterprise-wide program delivery, with demonstrated success leading complex transformation initiatives that deliver measurable business outcomes, including operational improvement, adoption, efficiency, risk reduction, or financial value.
  • Certifications such as PMP, Agile, Prosci, Lean Six Sigma.
  • Experience in matrixed project-focused organizations with a federal government portfolio.
  • Experience successfully leading enterprise-wide software transformation initiatives.

Professional Skills

  • Proven track record leading multi-year, cross-functional transformation projects with quantified benefits and KPI attainment.
  • Expertise in portfolio governance, benefits realization, KPI/OKR design, and executive stakeholder management.
  • Hands-on experience with delivery toolsets (e.g., Microsoft Project/Planner, Power BI, Azure DevOps/Jira, Mural/Miro, Teams).
  • Experience facilitating current state and future state process mapping discussions with diverse stakeholder groups to support business process reengineering.
  • Skilled in applying AI and automation tools to improve process efficiency, decision support, analytics, and workflow optimization in a responsible and practical way.

Leadership Competencies

  • Strategic thinking and systems orientation; able to simplify complexity and set direction.
  • Data-driven decision making; comfortable with dashboards, KPIs, and advanced analytics.
  • Executive presence and communication; able to influence at C-suite level.
  • Track record of building and leading high performing cross-functional teams.
