About the role
The selected candidate will be offered a salary between $110,067- $120,000.00. This position is only open to candidates who are permanent (not provisional) in the Civil Service Title of Administrative Staff Analyst.
Responsibilities
- Track intake, receipt of invoices and coordination with other areas.
- Oversee scanning of documents, ensuring accuracy and availability for audit purposes.
- Oversee staff in the timely processing, control and accuracy of Voucher Payments.
- Maintain standardized payment processes and procedures, ensuring compliance with regulations, directives and standards from City oversight entities such as the New York City Comptroller and the New York City Financial Information Services Agency, Procurement Policy Board, as well as other State, Federal and non-governmental entities.
- Develop/maintain a responsive Customer Service mechanism to ensure that internal and external inquiries regarding payment status, payment data, reports and written documentation are handled in an efficient manner.
- Utilize child welfare reporting systems including BICS, SSPS, WMS, PASSport and CCRS/CNNX to ensure the coordination of timely and accurate monthly payments for 90 foster care, NSP and LSP contracts.
- Act as Information Technology (IT) liaison, developing specifications and business requirements for system upgrades such as for the Special Payments Payment Template.
- Prepare spreadsheets and reports for management as needed.
- Perform liaison functions among ACS divisions, or between City agencies, community organizations and groups, and the individuals they represent and service and other entities as appropriate.
- Respond to questions and inquiries concerning financial services in order to assist program areas.
Requirements
- Master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above;
- Baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
Qualifications
- Proficient with child welfare payment reporting systems and databases [FMS,PMRS,BICS,WMS,CNNX,HSPS,CPMS,EDMS,and AKAP] ensuring the timely and accurate payments of monthly payroll,single issue and special payments.
Skills
- Ensure the timely and accurate issuance of payments to provider agencies and vendors supports DCP,Preventive,Foster and Adoptive Parents,and the DYFJ community with locations throughout the five boroughs of New York City.
