Drive digital transformation for major Centers for Medicare & Medicaid Services (CMS) programs, providing strategic technology leadership for initiatives centered on cloud modernization, data interoperability, and AI-enabled development. Shape the technical vision, set architectural direction, and guide delivery teams to implement secure, scalable, and compliant solutions using CMS platforms and FHIR-based interoperability.

Responsibilities

  • Lead solution architecture for large CMS programs, ensuring alignment with CMS technology strategies.
  • Define AI-enabled development practices such as LLMs or copilots and AI-assisted testing.
  • Establish standards for cloud-native, microservices-based solutions, data platforms, and interoperability services within CMS-approved environments.
  • Guide the design of FHIR-based interoperability and integration with CMS platforms, including Blue Button and beneficiary APIs.
  • Translate policy and business needs into technical roadmaps, communicating options and trade-offs to diverse audiences.
  • Lead technical solutioning for major CMS proposals and captures.
  • Play a crucial role in advancing CMS’s digital capabilities through innovative architecture and technology leadership.

Requirements

  • 10+ years of experience leading complex IT solutions for federal health programs, including CMS programs, systems, or platforms.
  • Experience with leading AI-enabled development or AI/ML initiatives, such as introducing LLM or copilot tools into engineering teams, overseeing AI-driven workflows, or sponsoring AI/ML solutions in production.
  • Experience in solution architecture for cloud-based, data-intensive systems, including modern application architectures, DevSecOps practices, and enterprise data platforms.
  • Experience with healthcare interoperability standards, including FHIR and HL7, and their application in areas such as CMS.
  • Ability to lead cross-functional teams, influence senior stakeholders, and drive consensus on technical direction.
  • Bachelor’s degree.

Qualifications

  • Experience with CMS Cloud and CMS-approved DevSecOps pipelines and shared services.
  • Experience with CMS data and interoperability initiatives such as Blue Button, IDR, CCW, or quality and payment programs.
  • Experience across the full business development lifecycle for CMS opportunities.
  • Industry certifications, such as cloud architecture, HL7/FHIR, or enterprise architecture certifications.

Pay

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $162,800.00 to $303,000.00 (annualized USD).
